BASIC PURPOSE OF POSITION

This position is responsible for assisting with FMLA/FLSA and will also serve as the Assistant Grievance Manager.

TYPICAL FUNCTIONS

This position assists the HR Manager II with the Fair Labor Standards Act (FLSA), the Family Medical and Leave Act (FMLA) compliance and will manage compliance of the Uniformed Services Employment and Reemployment Rights Act (USERRA) for DHS. Duties will include, but not limited to, conducting reviews/audits of appropriate records, assisting with developing policy and training aids and maintaining all resource materials, mandatory posters and confidential files related to FLSA, FMLA, and USERRA.

As the Assistant Grievance Manager duties will include assisting the grievance manager in administering the agency's grievance program. Reviews grievances, issues, and conflicts, and recommends proper action to assure correct and timely compliance with statutes, rules, and policy. Tracks all grievance assignments and ensures internal time frames and deadlines established by supervisor, statute, merit rule, and policy are met in a timely manner. Assures all records, files, and documents are in proper order and in compliance with rules and policy, as well as ensuring confidentiality of all grievance and mediation files and records. Assist with the development and maintenance of training modules on grievances and mediation.

Position manages the Performance Management and Compliance Unit's information on the Info Net to ensure accuracy of all data. This may be expanded to cover all units in the HR Division. In addition, may be responsible for reviewing federal law changes and state legislation impacting the HR Division. Duties may include following upcoming purposed legislation to keep division apprised of changes, and making revisions to current policy, informational material, and forms as appropriate.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA's)

Knowledge of the principles and techniques of personnel administration; of the structure and function of governmental organization; of business organization and management as it pertains to personnel; of personnel office methods and procedures; of business communications and arithmetic; and of the theories and techniques of supervision; and Skill in directing the work of others; in establishing and maintaining effective working relationships with others; in effective verbal and written communication; in organizing and conducting several projects simultaneously; and in exercising sound judgment in analyzing complex situations and adopting appropriate courses of action.

MINIMUM QUALIFICATIONS

Completion of the curriculum requirements for a baccalaureate degree, and 3 years of professional experience in personnel administration, including 1 year in a supervisory capacity in the personnel field; or an equivalent combination of education and experience, substituting 1 additional year of professional or technical personnel experience for each year of the required education; or completion of a master's degree for 1 year of the required experience.

NOTES

A conditional offer of employment to final candidate will be contingent upon a favorable background check and a substance abuse screening.
