The Business Continuity Program Manager is responsible for coordinating Blue Shield of California's preparedness and response to disruptive incidents and ensure the company's ability to maintain/recover critical business operations. This role oversees the Business Continuity Program under the direction of the Senior Director Enterprise Risk Management in Blue Shield of California's Corporate Integrity and Risk Management Department.

Primary objectives of the Business Continuity Program are to ensure that:

  • Management is prepared to safeguard workforce members, business operations, technology, reputation, brand, and facilities during Business Continuity related incidents
  • Members continue to have access to urgently needed care during a major business interruption
  • Plans and activities to mitigate business continuity risk are effective and evaluated against the costs when developing and implementing recovery strategies
  • External and operational risks that could threaten the Company's operations are identified and monitored
  • Blue Shield of California maintains a 'culture of continuity'

Responsibilities:

  • Lead maintaining and updating the Business Continuity Program Framework
  • Lead cross-functional groups to conduct business impact analyses and assess internal and external risks to the organization. Recommend strategies to mitigate identified risks
  • Maintain partnerships with key stakeholders, including Corporate and Internal Communications, Human Resources, Corporate Security, Corporate Real Estate, Medical Care Solutions, Pharmacy and IT Disaster Recovery
  • Maintain and update the company's Recovery Time Objective (RTO) Standard as the business environment changes
  • Work with business units to maintain, update, and exercise their business recovery plan, including notification and plan exercises
  • Oversee, coordinate, and support the company's Major Business Interruption Response Team (MBIRT), including membership, meetings, briefings, and exercises
  • Provide updates on the status of the Business Continuity Program to management and the Audit Committee
  • Manage the development and execution of on-going internal awareness and education initiatives of the Business Continuity Program
  • Administer various tools, including business continuity planning and notification tools. Provide training to new users of these tools

Requirements:

Bachelor's degree in related field and minimum of 7 years of experience managing Business Continuity programs

Strong organizational, influencing, and relationship management skills in a matrixed environment

Excellent subject matter expertise in enterprise-level Business Continuity standards, techniques, processes, and tools

Team player with strong leadership skills and the ability to perform complex scheduling, control, and planning functions with a minimal amount of supervision

Demonstrated ability to influence individuals, coordinate teams, and work effectively with all levels of management and staff

Excellent oral and written communication and documentation, critical thinking, analytical, and decision-making skills

Preferred:

CBCP (Certified Business Continuity Professional), MBCI (Member of Business Continuity Institute) or similar certification

Experience in and knowledge of health plans and insurance industry as well as the general healthcare system

Business systems and process analysis background; project management skills

Enterprise risk management experience / background

Management consulting experience
