DESCRIPTION OF DUTIES

NATO Allied Command Transformation (ACT) requires contractor support to coordinate and contribute to the activities of the Joint Operational C2/ CIS Requirements Management Team. In supporting the Joint Operational C2/ CIS Requirement Management team, as a Requirements Management Expert you will have the following tasks:

Define/ refine requirements for a rationalized NATO Information Management System to support Requirements Management, Programme Management, and Information Knowledge Management

Coordinate the activities of the CIS Requirements Management Team.

Define or refine Joint Operational C2/ CIS requirements including development of concepts of operation and courses of action, working with CIS subject matter expertise within the Capability Division.

Elicit, capture and collect capability requirements across all aspects of DOTMLPFI for CIS Operational Requirements, Capability Targets, and other high-level requirements.

Develop resource proposals in support of CIS capability requirements.

Coordinate the development of the Capability Requirements Brief as it related to CIS.

Perform DOTMLPFI decomposition into capability requirements.

Manage the requirements development processes as it related to CIS. CoordinateDOTMLPFIdevelopmentandimplementationsynchronizationanddevelop recommended courses of action to resolve issues relating to CIS.

Coordinates the development of concepts of operation.

Coordinate the analyses of alternatives (AoA) when considering implementation options.

Contribute and participate in the development of policies, directives and process refinement related to requirements. Support requirements management activities across the capability lifecycle to include: those in development, those in-service, and those to be disposed.

Support requirements management aspects relating to Governance and Management representations and approvals in relation to CIS requirements.

Identify changes to requirements, prepare Change Requests.

Within the CIS domain, provide requirements management technical guidance for the elicitation, capture and development of capability requirements across all aspects of DOTMLPFI for all assigned Operational Requirements, Capability Targets, and other high- level requirements to HQ SACT branches, ACO subject matter experts, industry, and Host Nations, as required.

Directly supports the Branch Head CR and will be required to travel to meetings and conferences both within and outside NATO's boundaries for 30 days per year.

Performs additional tasks as required by the COTR related to the labour category.

BASIC QUALIFICATION

Bachelor's degree.

5 years in the last 10 in the field of requirements engineering to include requirements management and requirements elicitation.

Demonstrate a working knowledge of 3 years in the last 10 of requirements management tools (identify which tools).

5 years in the last 15 in the field of capability development processes related to national/NATO military command and control at the development and/or acquisition phases.

Demonstrate a sound knowledge of Capability Development and Management processes in the C2 area.

Demonstrate 5 years Programme and Project Management experience within a complex and dynamic environment.

Demonstrate 3 years experience in the last 10 with working in a National or NATO strategic or operational command. Demonstrate 3 years in the last 10 operational knowledge of Joint Operational C2/ CIS either as a military officer or as a civilian.

US or NATO Secret Security Clearance

PREFERRED QUALIFICATIONS

Working knowledge of Capability Architectures

Working knowledge of Configuration Management methods and practices

Experience with IBM Rational DOORS or equivalent.

The work is expected to performed in Norfolk VA or Mons and alternate locations as per requirements specified by the Contracting Officer's Technical Representative (COTR). It is anticipated that the contractor may travel 4-6 times per year to and from Europe/ USA in support of this contract for durations of up to 30 days.
