Description

The City of Norfolk's Department of Finance is seeking to hire a Procurement Specialist for their Purchasing division to be responsible for the management, coordination and administration of contracts, supplier negotiation, purchasing, negotiating contract terms and conditions, supplier management and collaboration with the City of Norfolk. The selected candidate will act as a consultant to departments and agencies and instructs internal and external personnel on laws, policies, procedures and critical issues regarding procurement.

Essential Functions

Essential functions include but are not limited to:

* Organizes, maintains and electronically tracks all procurement documents.

* Through exercising independent judgment, assesses and identifies needs for long-term contract to include specifications, maintenance and support.

* Mentors staff in specific knowledge or skill areas.

* Creates and reviews technical or general specifications and terms/conditions for the acquisition of a variety of goods and services.

* Negotiates contracts with a variety of service providers.

* Understands cooperative procurement agreements and can successfully execute procurements utilizing such agreements.

* Communicate verbally and in writing with management, co-workers, other City employees, vendors, contractors, the general public and suppliers to establish and maintain effective working relationships.

* Maintains knowledge of the Virginia Public Procurement Act (VPPA), City of Norfolk Procurement Code and City of Norfolk Purchasing Manual.

* Competently uses purchasing function components of the City's ERP (AFMS) and other systems.

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Five years experience in a procurement/contract related field.

Bachelor's degree in Public Administration, Business Administration or a related field preferred.

Substantial public procurement experience that required creating technical or general specifications, and/or modification of technical or general specifications prepared by others, soliciting bids/proposals, managing the competitive negotiation process, negotiating with professional and non-professional service providers and preparing agreements for legal review. Substantial experience in managing contracts, contractors and employees preferred.

Additional Information & Requirements

Valid driver's license; Certified Purchasing Manager (CPM.) or Certified Public Purchasing Officer (CPPO.), Certified Professional Public Buyer (CPPB) is preferred.
