We are currently seeking a Communications Engineering Manager for our Systems Sector group. The Communications Engineering Manager will perform management and engineering design duties in planning, designing, and overseeing a variety of telecommunications projects. This position has full technical responsibility for interpreting, organizing, executing, and coordinating assignments for his/her staff.


* Responsible for chargeability/realization goals for the discipline personnel as defined on an annual basis.

* Identify staffing needs to meet both short-term production requirements and long-term discipline growth goals in close coordination with the sector manager.

* Responsible for discipline work quality and methodology and coordination with the other sectors project interface for multi-disciplinary projects.

* Manage, direct, and mentor the communications staff by assigning employee resources to active projects in close coordination with the sector manager in order to meet project and client demands while maximizing chargeable ratio.

* Assign, manage, and perform project work including scope, schedule, and budget and produce accurate and timely financial and project reporting and client deliverables as required.

* Technical responsibility for interpreting, organizing, executing, and coordinating projects, including the investigation, development, and approaches for the project.

* Seal drawings as required, if licensed.

* Frequent interaction with supervisor and staff including meetings as necessary to confirm with discipline personnel that projects are on track within budget and meet client expectations and deadlines.

* Analyze and review the design requirements to ensure match with customers' specifications.

* Enforce QA/QC policies, and identify possible quality and safety issues within the scope of the project in order to fulfill project-related contractual requirements.

* Provide technical advice regarding design, construction, or program modifications.

* Individually or as a member of a team apply expertise in three or more of the following areas:

* SONET, ATM, and Frame Relay systems

* Radio systems, RF propagation and licensing,

* Telephony, land line telephone, cellular, and wireless communications

* Public Address and customer information


* Access Control and Intrusion Detection

* Development of training programs for communications systems

* Provide functional or detailed designs in accordance with project requirements:

* Development of specifications including communications systems design, installation, integration, testing, and commissioning

* Undertake communications systems studies, analyses, and design calculations as appropriate

* Apply appropriate standards and regulations

* Provide construction phase services for development and implementation:

* Check design specifications and construction drawings

* Perform site investigations and walkdowns

* In conjunction with staff, responsibilities include:

* planning and consulting – related to communications operations

* systems management – including systems integration

* regulatory application – FCC, FTA, FRA generated

* training and operations – both for the client and internal

* systems Integration/Safety Certification, including systems management and regulatory compliance verification

* database development activities that structure and support the above activities

* application engineering for a wide variety of systems including: voice, data, radio, CCTV, Public address, Signage, fire alarm, and security – among others

* hard engineering services including providing drawings and specifications for all the above including RF simulations and fire alarm calculations

* providing clients with pure consulting services by way of audits and reports

* developing training and management materials and documents

* In conjunction with sector manager, develop and implement standardized training, mentoring, incentive, evaluation, and disciplinary programs and procedures in close coordination with the HR department.

* Participate in developing proposals, including technical design and cost estimates and participate in client presentations to secure new work.

* Assist in building a positive image for SYSTRA by developing and managing good client relations for both existing and new clients in the public transportation and the rail industry.

* Pursue awards for project work and industry recognition.


* Bachelor's degree in Electrical or Telecommunications Engineering.

* Minimum 10+ years of experience in telecommunications engineering, including hard engineering, planning and consulting, systems management and integration, training and operations.

* Experience in the field of design, installation, testing and commissioning of communications systems.

* Relevant transit/transportation industry experience, and working knowledge of industry standards associated with telecommunications design, materials, construction, and operation

* Minimum 5 years of management experience.

* Leadership and communications skills to supervise and mentor communications staff.

* Professional Engineering (PE) license required.
