Position Summary

The Mailman School of Public Health, Columbia University, seeks an Associate Dean for Faculty Affairs and Human Resources, reporting to the Vice Dean for Finance and Administration. The role will be responsible for directing and overseeing the activities of the Office of Faculty Affairs and Human Resources for the Mailman School of Public Health.

This includes managing the academic appointments and promotions processes and human resource functions for instructional and research faculty, officers of research, student officers, officers of administration and support staff, casuals and volunteers for six academic departments and three school-wide Centers. Direct and manage the new hire and promotions processes for administrative and support staff for the academic departments, all Centers and administrative units within the School.

Ensures compliance with University polices & procedures & applicable federal, state and local labor laws. Provide compensation analyses and reviews to ensure salary equity; provide reports and conduct analyses to meet requests from internal and external constituents including ASPPH/CEPH.

Provides overall management of the office with a keen focus on service delivery, operational efficiency effectiveness and collaboration within the office, including management of the staff.

Oversees the performance management, training and development activities for the School. Responsible for directing new administrative initiatives, participating in strategic planning, assisting with the creation of policies and procedures to support the administrative needs of the School. Represents the School on various CUIMC and University-wide committees.

Responsibilities

  • Direct and provide oversight to the faculty affairs/human resources office staff responsible for all aspects of University appointments and promotions for faculty and staff from recruitment, onboarding, promotions, leaves of absence, salary adjustments, training, disciplinary action, retirement, separation and other employee life-cycle events; ensure compliance with University polices & procedures & applicable federal, state and local laws.30%
  • Advise and assist the Dean, other members of the school's leadership, Department/Center Heads and Administrators in the interpretation of University and School policies and procedures including the Faculty Handbook, HR manual, collective bargaining agreements, and other personnel policies as they apply to the School.20%
  • Work closely with VD for Faculty Affairs Department Chairs, and Center Directors on the School's COAP to facilitate senior level appointments and promotions, including joint and interdisciplinary appointments. Partner with CUIMC Office of Faculty Affairs and Provost's office on a regular basis in support of academic appointment policies.20%
  • Respond to ad hoc requests for reports, including compensation analyses to ensure market competitiveness and salary equity among the School's faculty. Prepare a variety of reports focused on faculty and staff status, salary surveys, tenure status, etc. Coordinate annual salary and zero-salary recertification process; oversee the ASPH/CEPH reporting process. 15%
  • Oversee the performance management and training and development activities for the School. This entails working closely with departments and the School's central HR team to develop learning/training/employee development programs that would benefit the school.10%
  • Directs and manages other projects as required. 5%

Minimum Qualifications

  • A bachelor's degree or equivalent in education and experience, plus 10 years of related experience;
  • Specialized knowledge of academic appointments and promotions processes, as well as deep understanding of human resource best practices is required; ability to work independently and under pressure with the utmost confidentiality.
  • Excellent analytical, organizational, negotiation, collaboration and interpersonal skills required. Ability to motivate, coach and mentor staff. Familiarity with database reporting essential.
  • Excellent communications skills, both oral and written.
  • Ability to communicate effectively with all levels of faculty and staff. Able to conduct high-level internal communications with Department Chairs, Center Directors, faculty and other high-ranking administrators of the University.
  • Skilled at partnership and relationship building with key stakeholders across the school, medical center and university.

Preferred Qualifications

  • A master's degree is preferred.
