About the Position: As Technical Manager, incumbent is assigned responsibility for management and technical coordination of real estate activities on all Civil Works Projects under the auspices of the Programs and Project Management Division.

* Provides technical guidance and assistance on all real estate matters in connection with acquisition of lands, easements, rights-of-way, relocations, and disposal areas (LERRD) for Local Cooperation Projects.

* Participates in project scope, time and cost estimates and quality control/assurance issues to meet partner/customer expectations.

* Leads the Technical Resources Branch by coordination of workload and overseeing timely completion of tasks

* Informs team members of changes in criteria, policy and procedures which affect work underway or future work.

* Coordinates activities in the planning stages of the project and continue through approval of decision documents.

* Executes the Project Partnership Agreement, acquisition of real estate, crediting procedures, and the audit process.

* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

* Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation.

* You must meet position requirements for DAWIA certification at Level II in Acquisition Career Field, Facilities Engineering (FE) within 24 months of entrance on duty.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes applying real estate principles, regulations, practices and techniques to acquire lands in fee, easements, and lesser interests for Federal projects; controlling regulations, laws and established district policies; managing a real property program that includes management, disposal and utilization; and leading a team to ensure timely accomplishment of assigned objectives.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
