This is professional law enforcement work enforcing the state laws and regulations regarding the gaming industry to include charitable gaming activities. Incumbents conduct inspections and investigations of licensed gaming establishments and facilities to enforce laws and regulations related to distributing gaming devices as well as operation and conduct of gaming activities. Incumbents prepare reports of activities and maintain records in connection with investigations. Work may include performing undercover investigations in areas where the agent is not known or executing search and seizure warrants, as necessary. Incumbents issue citations or make arrests for violations of law and are responsible for testifying as a witness for the State in the prosecution of criminal and noncriminal violators through civil hearing or courts of law. Duties are performed according to state laws and agency regulations, policies and procedures. The incumbent works under the supervision of a Gaming Special Agent reporting to an administrative superior but may be functionally supervised by a more senior level gaming agent.

Examples of Work:

Examples of work performed in this classification include, but are not limited to the following:

Enforces gaming laws of the State of Mississippi and rules and regulations promulgated by the Commission pursuant to legal authority.

Investigates all persons, corporations, and otherwise, who are alleged to have violated any state gaming laws or gaming regulations.

Conducts routine inspections of licensed gaming establishments and facilities to ensure compliance with state gaming laws and regulations.

Provides some supervisory oversight to subordinate Gaming Agents as directed by the Special Gaming Agent or other supervisory personnel.

Assists in training subordinate Gaming Agents, when necessary.

Responds to and investigates disputes and complaints of gaming activities.

Conducts interviews or interrogations during investigations into criminal and noncriminal incidents.

Prepares and completes detailed written records and reports on incident.

Executes search and seizure warrants in order to obtain evidence for use in prosecution of suspects in court.

Gathers and preserves evidence pertinent to the various investigations and organizes evidence for presentation to prosecuting attorneys as well as civil administrative hearings.

Issues citations or makes arrests with and without warrants of any person committing or attempting to commit violations of state gaming laws.

Testifies in court or hearings as a witness using all data and information gathered during the course of investigations

Carries and if necessary uses a firearm, concealed or otherwise, as qualified.

May be on stand-by and/or call.

Participates in the gaming work permit process to include application requirements and processing.

Participates in ongoing training and certification programs for firearms, defensive tactics, cardiopulmonary resuscitation (CPR), Automated External Defibrillator (AED), as well as other job related training.

Assists federal, state, and local officials in matters involving natural disasters, civil disturbances, and other related activities.

Performs related or similar duties as required or assigned.

Minimum Qualifications:

These minimum qualifications have been agreed upon by Subject Matter Experts (SMEs) in this job class and are based upon a job analysis and the essential functions. However, if a candidate believes he/she is qualified for the job although he/she does not have the minimum qualifications set forth below, he/she may request special consideration through substitution of related education and experience, demonstrating the ability to perform the essential functions of the position. Any request to substitute related education or experience for minimum qualifications must be addressed to the Mississippi State Personnel Board in writing, identifying the related education and experiences which demonstrated the candidate's ability to perform all essential functions of the position.

EXPERIENCE/EDUCATIONAL REQUIREMENTS:

Education:

Associate's degree from an accredited college or university;

AND

Experience:

Three (3) years of experience related to the described duties;

OR

Education:

Graduation from a standard four-year high school or equivalent (GED or High School Equivalency Diploma);

AND

Experience

Five (5) years of experience related to the described duties.

Substitution Statement:

Above graduation from a standard four-year high school or equivalent (GED or High School Equivalency Diploma), related education, and related experience may be substituted on an equal basis.

Special Requirements:

Must be at least twenty-one (21) years of age;

Must possess a valid State of Mississippi Law Enforcement Officer Professional Certificate or within twelve (12) months of employment, complete a basic law enforcement course at a Law Enforcement Officer Training Academy certified by the Board of Law Enforcement Officers Standards and Training or must successfully complete the Law Enforcement Officer Refresher Course to reinstate state certification at a Law Enforcement Officer Training Academy certified by the Board of Law Enforcement Officers Standards and Training.

Certification/Licensure Requirements:

Possess a valid Mississippi Driver's License or a valid driver's license from a contiguous state.

Applicant must not have been discharged under conditions other than honorable from any branch of the U.S. armed forces.

Incumbent must have successfully completed the MGC Field Training Program at the discretion of the agency.

Essential Functions:

Additional essential functions may be identified and included by the hiring agency. The essential functions include, but are not limited to, the following:

1. Conducts routine inspections of licensed gaming establishments and facilities to ensure compliance with the Mississippi Gaming Control Act, the Charitable Gaming Act and Mississippi Gaming Commission Regulations.

2. Regulates and monitors gaming equipment and games ensuring compliance with state gaming laws and regulations.

3. Employs sophisticated investigative techniques to identify and document activities related to violations of state gaming laws and regulations and assists in developing cases to successfully prosecute the same.

4. Issues citations or makes arrests with and without warrants of any person committing or attempting to commit violations of state gaming laws.

5. May execute search and seizure warrants to obtain evidence for use in prosecution of suspects in court.

6. Provides testimony as a witness at hearings, before grand juries, and in court pertaining to investigations.

7. Investigates and processes work permit applications then issues work permits in accordance with gaming laws and regulations.
