General Statement

This position performs professional and technical civil engineering work for Union County Public Works related to the County's Capital Improvement Plan. Work involves managing the design, permitting, and construction of various projects in support of the maintenance and expansion of the County's water and wastewater systems. Employee must also exercise tact and courtesy in contact with government officials at various levels, consultants, engineers, vendors, and the general public. Employee reports to the Capital Improvement Plan Program Manager.

Essential Functions

Manages routine tasks and projects associated with water and wastewater utilities planning, design, and construction. Responsibilities include the preparation or review of engineering plans and specifications, legal descriptions, invoices and pay applications; construction inspection activities; gathering and verification of field data; project file management; and other activities as necessary to ensure that goals and objectives are accomplished on schedule and within budget.

Exercises considerable initiative and independent judgment with a high degree of accountability while ensuring compliance with all County, Federal, State, and Local ordinances and regulations.

Prepares, reviews, and/or processes correspondence, technical reports, records, documents, data summaries, computer models, charts, graphs, engineering drawings, etc.

Interprets, applies, and enforces the provisions of the County's engineering policies and procedures and other applicable federal, state and local codes, laws, rules, regulations, specifications, standards, policies and procedures to staff, developers, and the public.

Provides excellent customer service to internal and external customers and serves as the Department point of contact for citizens, consultants, contractors, permitting and outside agencies, and other County departments as applicable.

Makes recommendations and provides technical assistance to County staff and the general public. Communicates findings, recommendations, and decisions with engineers, developers, attorneys, planners, and other County departments.

Coordinates with professional and technical personnel in the implementation, modification, and enforcement of various plans, programs, and ordinances.

Provides excellent customer service to internal and external customers.

Stays abreast of industry standards and local, state and federal regulations; supports the County's efforts to comply with requirements of local, state, federal, and environmental agencies.

Participates in the development of requests for qualifications, interviewing and selection of consultants, and contract negotiations for engineering services related to planning, design, and construction.

Participates in the development of the Capital Improvement Program budget including forecasting funding needed for staffing, equipment, materials, supplies, and other project or program related expenditures.

Participates in the selection, evaluation, training, mentoring, and workload management for Engineers, Assistant Engineers, and Associate Engineers as appropriate.

Refers to manuals, texts, drawings, documents, etc., such as state and federal regulations and manuals.

Stays abreast and keeps informed of the recent advances in engineering practices / construction methods? attends seminars, conferences, workshops, classes, lectures, etc., for information, peer to peer networking, and professional development.

Interacts and communicates with various groups and individuals such as the County Manager, Public Works Executive Director, other County department heads and employees, Municipal officials, State and Federal agencies, consultants, developers, contractors, and citizens using tact and courtesy.

Performs related duties as required.

Education and Experience

Special Requirements

Senior Engineer Requirements (Salary Range $63,374-$101,398)

Bachelor's Degree in Civil or Environmental Engineering and 10 or more years of experience in complex project management, managing budgets, project design, engineering and environmental regulations, construction management and/or programs including a minimum of

2 years of supervisory experience over professional, technical, and administrative personnel? or any combination of training and experience which provides the required knowledge, skills and abilities.

Special Requirements:

Possession of a North Carolina Professional Engineer license required.

Possession of a Project Management Professional certification is preferred.

Must have a valid driver's license and be able to maintain a safe driving record as defined by the Union County Vehicle Use Policy.

Engineer Requirements (Salary Range $57,967-$89,849)

Bachelor's Degree in Civil or Environmental Engineering and 4 to 8 years of experience in civil engineering or related field? or any combination of training and experience which provides the required knowledge, skills and abilities.

Special Requirements:

Possession of a North Carolina Professional Engineer license required.

Must have a valid driver's license and be able to maintain a safe driving record as defined by the Union County Vehicle Use Policy.

Associate Engineer Requirements (Salary Range $52,981-$82,120)

Bachelor's Degree in Civil or Environmental Engineering and 0 to 4 years of experience in civil engineering or related field? or any combination of training and experience which provides the required knowledge, skills and abilities.

Special Requirements:

Must possess the ability to obtain a North Carolina Professional Engineer license.

Must have a valid driver's license and be able to maintain a safe driving record as defined by the Union County Vehicle Use Policy.
