Northrop Grumman is seeking qualified candidates for a new Staff Supply Chain Subcontract Specialist role located in Minneapolis, Minnesota, Falls Church, VA, or Irving, TX. The Staff Supply Chain Subcontract Specialist will play a critical role in supporting the implementation and on-going management of our domestic Contingent Labor Program. The ideal candidate will have experience implementing complex programs with large, decentralized companies. The qualified candidate should be well versed in MSP/VMS solutions, and have strong project management experience with expert communication skills.

Responsibilities include, but are not limited to:

  • Manages the program from planning through tactical implementation; identify and monitor areas of risk
  • Understands the needs of stakeholder audiences for effective development, implementation, and ongoing program management
  • Provides regular program briefings to key stakeholders, engagement managers and users; driving high-quality execution managing stakeholder engagement and satisfaction
  • Partners with key leaders and other functions, define success for each program and continuously measure impact and effectiveness
  • Leads overall delivery of full service program (end to end support) and strategic alignment to business leaders to understand current and future temporary labor requirements
  • Works closely with all parties to deliver best in class service to the customers of the program
  • Drives processes in compliance with policies
  • Manages all supplier agreements and on-going supplier performance (MSP, VMS, supplier agencies, etc.)
  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk
  • Participates in weekly operational meetings, quarterly and annual business reviews
  • Participates in the supplier scorecard and quarterly audit process
  • Delivers comprehensive reporting to business leaders
  • Supports timecard, invoicing and AP issues
  • Recommends proactive enhancements and improvements for program processes and program support
  • Leads key initiatives and other program efforts as assigned

Basic Qualifications:

  • Bachelor's degree in supply chain management or related with at least 15 years' of relevant experience or 13 years' of experience with a master's degree or MBA
  • Microsoft Project experience
  • Proficiency with the Microsoft Office suite (Excel, Word, and PowerPoint)

Preferred Qualifications:

  • Proven track record of developing and launching successful programs or projects
  • Experience managing MSP and VMS suppliers
  • Knowledge of worker classification requirements
  • Strong process improvement skills
