Hennepin County is seeking a PeopleSoft ERP Program Manager to provide leadership and vision for the PeopleSoft system that supports county human resources, payroll, finance and procurement functions. This position will supervise a large employee unit and provide overall direction for PeopleSoft applications, operations and processes.

The primary duties and responsibilities of this position include:

* Establish and implement priorities based on the strategic direction for the PeopleSoft system.

* Direct the fiscal, operational and staff resources of the PeopleSoft program.

* Develop and maintain strong partnerships with county stakeholders, Information Technology and vendors to maximize opportunities to use PeopleSoft systems to improve business processes and support critical business strategies.

* Lead the prioritization of major systems projects and small work requests.

* Manage vendor and consultant contracts and relationships.

* Direct the development and execution of communications, training, change management plans and processes.

* Establish and manage quality assurance and enforce quality standards.

* Identify, minimize and mitigate risks around data/system security, stability, performance/scalability, and sustainability/maintainability.

* Partner with Human Resources Leadership on how strategies align with Human Resources policies and systems.

Best Qualified Candidates will have:

* A bachelor's degree or higher in business administration, computer science or a related field and at least five years of experience in technology and/or business management, including three years at a managerial or supervisory level. Experience may be substituted for education on a year for year basis.

* Experience with financial management and human resources administration software systems.

* Experience with the PeopleSoft Enterprise Resource Planning system is preferred.

* Ability to plan, evaluate and manage programs and functions and to analyze technical problems and develop applied techniques for their solution.

* Understanding of business concepts and the ability to present complex technical solutions to senior management and elected officials.

* Ability to prepare and administer a complex budget.

* Experience in developing strong customer relationships and managing customer expectations.

* Exceptional presentation, written and oral communication skills.
