Position Summary Supplemental Questions

The Metropolitan Airports Commission is seeking an energetic and enthusiastic Manager of Application Development to foster creativity and challenge team members to take their skills to the next level. This position will be pivotal in our ability to deliver cloud based platforms to empower our development. The preferred candidate will have leadership skills, along with deep technical knowledge in the area of SDLC, SAAS, and PAAS. This position leads a team that is responsible for operating, administering, configuring, and maintaining application environments across multiple MAC business units, with a strong focus on automation. The Application Development Manager develops plans and strategies to ensure the applications are meeting or exceeding the demands of the airport and its users. The ideal candidate is experienced in various software development life cycle methodologies and project management methodologies such as Agile, RUP and Waterfall.

Position Description:People Management

* Ensure employees have work plans appropriate for their business function and that the plan is being followed.

* Conduct regularly scheduled meetings with employees to communicate work plans, issues, and other appropriate information.

* Exercise supervisory authority in accordance with MAC Human Resource Policy, MAC Administration Manual, and/or the appropriate collective bargaining agreement.

* Consistently evaluate, mentor and update staff competencies technically and professionally to align with the organization's direction.

* Communicate clear performance expectations and standards to employees.

* Recognize employee achievement.

* Facilitate effective and collaborative working relationships among staff.

* In coordination with Human Resources, hire, promote, transfer and discharge employees.

* Provide timely performance feedback to employees.

* Complete employee performance reviews and conduct performance review discussions.

Application Development

* Manage resources amongst staff projects, support and maintenance activities, properly forecasting and managing capacity.

* Provide oversight in the development and evolution of quality guidelines to implement best practice standards and techniques for business analysis discipline.

* Translate ideas and/or a vision into a tangible deliverable with limited direction.

* Manage multiple assignments/projects, meet deadlines and produce quality deliverables.

* Understand business goals, define priorities, and provide technical or process solutions to drive value creation in delivering business results.

General Duties

* Follow MAC IT processes and standards.

* Contribute to the review and development of new and existing policies.

* Partner with IT staff to ensure the business systems are being provisioned to meet the needs of the users and being delivered with a commitment to standards, best practices, high-availability and security.

Minimum Requirements

* Bachelor's degree in Information Technology or a related field

* Five years of experience managing technical resources and projects

* Five years of experience managing and supervising direct reports which may have included responsibility for hiring, disciplining, coaching, rewarding and terminating employees.

* Five years of demonstrated success delivering SaaS products.

* Strong familiarity with containerization of applications and deployment into production environments (Docker Swarm, Amazon ECS, Kubernetes, Mesosphere Marathon, or similar)

* Experience with configuration management tools (Chef or Puppet or similar)

* Experience with continuous integration tools

* Experience setting up, logging and monitoring infrastructure

* Experience with scripting languages to automate tasks (Ruby, Python, Bash, Perl or similar)

* Ability to understand and effectively communicate technical information

* Intermediate skill level using Microsoft tools and O365

* Valid driver's license

* Reliable vehicle to commute between job sites

Desirable Requirements

* Experience with software development life cycle methodologies (Agile, RUP, Waterfall)

* Experience working in an airport IT environment

* Experience with Cybersecurity and the body of technologies, processes and practices designed to protect networks, computers, programs and data from attack, damage or unauthorized access

* Familiarity with International Air Transport Association (IATA) recommended practices

* Knowledge of data integration techniques and practices

* Experience with Physical and Virtual Servers (VMWare)

* Experience administering Linux servers
