AML/BSA Investigations Quality Assurance Manager - Minneapolis MN

The BSA/AML Investigations Quality Assurance (IQA) Manager is responsible for managing a team of approximately 5 IQA Analysts who will be reviewing investigation quality and/or Suspicious Activity Reports (SARs) filed by U.S. Bank to ensure compliance with Bank Secrecy Act (BSA) requirements, regulatory expectations, and internal policies. The IQA Manager is part of a broader team which has QA responsibilities for all investigative units within U.S. Bank which include AML alerts and SARs filed for Anti-Money Laundering (AML), Terrorist Financing (TF), and Fraud.

A critical component of the job is to ensure the investigative units within U.S. Bank are making appropriate risk decisions including the decision to file a SAR or not file a SAR; therefore, the IQA Manager should have an advanced understanding of common money laundering/fraud typologies (e.g. Human Trafficking, Elder Abuse Scams, Black Market Peso Exchange, etc.). The IQA Manager will also be responsible interfacing directly with the investigative units on all matters including handling "appeals", coaching feedback, root cause analysis, and other matters.

The IQA Manager will need to be capable of managing a team of analysts in an evolving environment. Due to often ambiguous nature of investigative work, it is essential that a manager is capable of making balanced decisions in a confident manner and is willing to defend positions using sound logic and reason. The individual should be able to demonstrate an expert understanding of the SAR filing process. Flexibility and willingness to learn is a must.

ESSENTIAL FUNCTIONS:

* Manage performance of IQA analysts

* Partner with investigative units to improve overall quality

* Maintain monthly quality reporting

* Assist with trend analysis on SARs filed by U.S. Bank, to include deficiencies in SAR reporting, but also in regard to suspicious activity, account type, and/or geographic trends identified

* Act as a subject matter expert in AML and/or Fraud and AML laws/regulation (e.g. BSA, Patriot Act, etc.)

* Provide support to the IQA Program Manager and carry out assigned duties and projects

* Respond to appeals filed by the investigative units

* Work with investigative units in areas affected by change in products, systems, policies and procedures, or personnel to ensure ongoing compliance with AML/BSA regulations

* Review work performed by team to ensure it meets internal quality expectations

* Host IQA calibration sessions to improve quality and consistency

Basic Qualifications

* Bachelor's degree, or equivalent work experience

* Seven to ten years of experience in an applicable risk management environment

* Applicable professional certifications

Preferred Skills / Experience:

* Prior bank experience in AML/Fraud environment or internal audit

* Knowledge of Bank Secrecy Act / Anti Money Laundering laws and regulations

* Bachelor's Degree with preferred concentration in Accounting, Finance, Economics, Risk Management, Business Management, Intelligence Studies, Criminology, or similar field

* Capable of describing AML risks and controls at an advanced level

* Capable of editing written documentation

* Keen attention to detail on a consistent basis

* Willing to learn and be flexible to change

* Critical thinking skills

* Proficiency in Microsoft Excel, Access, Word and/or experience in using other database applications
