* Leads in developing and maintaining an appropriate recruiting and selection strategy for the Division. Contributes to the development of policies and programs to attract, retain and promote a diverse workforce for the Division.

* Manages the online posting portal for the Division. Determines which positions to post internally and externally. Identifies appropriate, alternative resources for recruiting hard to fill openings. Takes the necessary action to ensure timely and accurate job posting. Maintains all applicable job posting records.

* Develops and pursues aggressive, effective, social media recruiting strategy. Tracks quality of responses from various sources to monitor their effectiveness in recruiting.

* Establishes relationships with local colleges and associations for the purpose of building and maintaining a pipeline of qualified candidates.

* Interviews qualified candidates as directed, ensuring compliance with all relevant employment laws. Administer or arranges for pre-employment tests.

* Evaluates candidates and makes recommendation to the Human Resources Director and hiring manager as to the most qualified individuals. As directed, prepares (or advises hiring managers in preparation of) offers of employment and initiates and follows through the online onboarding process.

* Represents TSA at local or regional job fairs as appropriate.

* Develops, maintains and files all recruitment and selection reports as required by state and federal employment laws, rules and regulations. Reports may include: EEO1 reports, Applicant Flow Log, Affirmative Action (AA) Plan, EEO Policy Statement, etc. Provides reports for Wisconsin State AA reporting requirements and Civil Rights Compliance Plan.

* Tracks recruiting activity including open positions, candidates, interviews, and offers. Communicates with candidates regarding open positions, the interview process and the candidate's status.

* Works with hiring managers to develop structured interviewing guides for high volume positions.

* Develops and implements interview skills training. Ensures that all hiring managers are properly trained on recruitment and selection policies/practices and that everyone has access to all of the applicable documents used for this process.

* Maintains current and thorough on-boarding and new hire orientation process, including facilitation or orientation presentations.

* Assists with job description creation and review process.

* Works with the HR team to develop and implement a succession planning program to identify potential internal leadership candidates to fill key positions.

* Determines the appropriateness of introducing diversity initiatives and considers the unique needs of the organization.

* Develops training schedules to educate employees and managers on how to recognize, accommodate and appreciate individual differences, and how these can be bridged back to supporting The Salvation Army's mission.

* Develops metrics for measuring the effectiveness of diversity initiatives implemented and prepares reports as requested to supervisor on the value of the initiatives.

* Keeps current on diversity programs and developments by maintaining contact with others in the field (e.g., professional associations and educational groups, and professional development efforts).


The requirements listed below are representative of the minimal education, experience, knowledge, skills, and/or abilities required for this position.

Education: Bachelor's degree in human resources, psychology, or closely related field

Certifications: Valid Wisconsin driver's license with clearance to drive from TSA insurance carrier.


* Three years successful experience in a recruiting role. Social media recruiting experience preferred.

* Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.


* Requires an extremely perceptive person, capable of relating to individuals at all levels.

* Knowledge of employment law and other government compliance regulations.

* Excellent verbal, presentation and written communication skills, with attention to detail & a high degree of accuracy.

* Enthusiastic team member with a positive personal presence and role model demeanor.

* Must be a self-starter, professionally mature and work well under pressure.

* Flexible and adaptable to change in the working environment.

* Skilled in the use of web-based recruiting solutions. MS Office application skills, Internet research skills, and effective e-mail communication skills.

* Maintain confidentiality and professional demeanor at all times.

* Strong problem solving and decision making ability.

* Strong analytical ability is required in order to gather and summarize data for reports, find solutions to various administrative problems, and prioritize work.
