Purpose and Scope

Under the supervision of the Chief of Staff, the Minority Women Business Enterprise (MWBE) Director is responsible for developing, managing, and implementing the MWBE Program for the Shelby County Schools (SCS). The Director will provide advice and recommendations to district and the Board of Education on MWBE program policies and practices; develop and oversee implementation of outreach initiatives for the MWBE Program; assess and monitor MWBE participation efforts; prepare various reports; and serve as the liaison with businesses and the public at large concerning MWBE Program matters.

Essential Job FunctionsServes as the liaison to SCS and the Board members on MWBE matters.Directs the MWBE staff and coordinate MWBE outreach activity and community engagement.Develops, plans, and oversees implementation of programs, procedures and policies to increase contract with MWBE's.Plans and conducts outreach to the MWBE community to identify opportunities for participation in each project.Develops metrics for measuring the effectiveness of outreach programs, efforts and strategies.Monitors internal procedures to ensure compliance with State, local, and organizational procedures.Ensures Procurement documents contain required clauses and participation goals.Ensures that bid notices and requests for proposals are available to small businesses, including MWBEs, in a timely manner.Participates in pre-bid meetings with developers and general contractors to explain MWBE Program policies and requirements.Provides recommendations on contract awards.Oversees MWBE compliance monitoring and enforcement functions.Gathers, maintains, and reports MWBE achievements to the SCBE, and others, as required.Serves as a liaison between various stakeholders, businesses, and the general public.Remains current on MWBE program best practices.Analyzes progress toward attainment of goals and identify improvements that may be needed.Manages the design and creation of MWBE Program brochures/fact sheets/marketing materials for dissemination to the public, as well as updating internal forms and manual.Assess MWBE Program strengths and weaknesses against policies and objectives, and make recommendations for changes and improvements.Prepares monthly, quarterly and annual reports on each project s progress toward goals, as well as overall company performance of its MWBE Program.Performs other duties as assigned or directed.Minimum Qualifications

Bachelor's degree in Public Administration or Business Administration plus an additional 7 years related experience, or equivalent, for a total education/experience of 11 years. Experience in dealing with MWBE compliance issues preferred.

Degree Equivalency Formula:

Bachelor's Degree= 4 years plus required years of experience.

Master's Degree= 2 years plus required years of experience. Where Master's degrees are required, years for Bachelor's Degrees must be included.

Knowledge, Skills, and Abilities

* Ability to connect the details of documents and other project elements critical to project success.

* Ability to communicate the technical aspects of the Minority Program in simple, non-technical language.

* Thorough knowledge of public sector contracting and bid processes

* Knowledge of Federal and State regulations and SCBE policies governing contracting and minority participation

* Ability to establish and maintain effective working relationships with minority vendors, Public School Officials and the general public

Physical Requirements and Working Environment

Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers for sign language.

Unavoidable Hazards: The position is exposed to no unusual environmental hazards.
