Financial Crimes and Sanctions Compliance Director – AML Compliance Officer

The Financial Crimes and Sanctions Compliance department is seeking a Compliance Director to perform Bank Secrecy Act (BSA) officer duties and lead Freddie Mac's Financial Crimes and Sanctions (fraud, Anti-Money Laundering (AML) and Office of Foreign Assets Control (OFAC)) Compliance Program. The candidate will lead a team of financial crimes risk professionals that perform 2nd line of defense oversight of the first line of defense financial crimes and sanctions processes and controls, providing leadership, oversight and expert advice to appropriately develop and implement financial crimes and sanctions prevention, detection and resolution strategies designed to minimize the financial crimes and sanctions risk to Freddie Mac. This position reports into the Vice President, Compliance & Ethics.

Strategic Leadership

  • Manage the Financial Crimes and Sanctions Compliance Program
  • Develop programs to ensure compliance with the Federal Housing Finance Agency (FHFA), Financial Crimes Enforcement Network (FinCEN) and OFAC laws and regulations, and related corporate compliance risk policies and standards
  • Identify emerging risks and trends
  • Develop lasting and influential relationships with first line of defense business partners

Tactical Program Management

  • Oversee Suspicious Activity Reports (SAR) reporting activities and make final filing decisions that comply with corporate policy, standards and FinCEN requirements (timeliness and accuracy of SAR filing)
  • Monitor completeness of financial crimes and sanctions risks and controls (1st and 2nd line) in Governance Risk and Compliance system
  • Assess completeness and effectiveness of 1st line periodic self-testing of financial crimes and sanctions controls
  • Assess results of periodic risk-based 1st line of defense Financial Crimes and Sanctions related risk assessments
  • Develop and deliver required annual all-employee Suspicious Activity education and training, and monitor and advise 1st line for required targeted training to impacted personnel
  • Identify and report financial crimes and sanctions related risk matters and proposed resolution opportunities to senior management

Program Maturity

  • Develop Financial Crimes Risk Appetite, including development and monitoring of key financial crimes and sanctions risk and control metrics (KPI/KRI)
  • Identify opportunities to advance financial crimes and sanctions risk management across the enterprise

Qualifications

  • Bachelor's degree in accounting, finance, economics or other business-related field (Juris Doctorate or master's degree a plus)
  • 12+ years of related experience and 4+ years of management experience
  • 8+ years of financial crimes risk management experience at large financial services institutions
  • Leadership experience implementing financial crimes risk management programs related to the Bank Secrecy Act (BSA), AML and OFAC requirements for financial institutions
  • Significant experience working with regulatory oversight agencies, and developing and executing agreed upon action plans for mitigating matters requiring attention
  • Certification in one or more of the following: Certified AML and Fraud Professional (CAFP), Certified Anti-Money Laundering Specialist (CAMS), Certified Fraud Examiner (CFE), Certified Internal Auditor (CIA)
