Sr Environmental Scientist

SUMMARY

The Air Force Civil Engineering Center (AFCEC), headquartered in San Antonio, TX, is responsible for providing responsive, flexible full-spectrum installation engineering services. AFCEC missions include facility investment planning, design and construction, operations support, real property management, energy support, environmental compliance and restoration, and audit assertions, acquisition and program management. The unit conducts its operations at more than 75 locations worldwide. We are looking for a Senior Environmental Scientist to assist with the U.S. Air Force’s Base Realignment and Closure (BRAC) program. ESSENTIAL DUTIES AND

RESPONSIBILITIES

Provide specialized advisory and assistance (A&AS) support services to the Air Force including: BRAC environmental restoration Property transfer Post-transfer management Contract surveillance Planning, programming, and budgeting (PPBE) Environmental restoration liability reporting Data reporting and financial management Analysis of policy and guidance that impacts the Air Force BRAC program Technical writing to support document development for property transfer activities Base Environmental Coordinator technical support to government clients Evaluation of procedures and technologies including those required to address emerging contaminants, particularly perfluorinated compounds, in groundwater and surface water at BRAC locations Conduct technical presentations to Air Force stakeholders in coordination with a variety of project stakeholders SUPERVISORY/MANAGEMENT AUTHORITY No supervisory/management authority. EDUCATION and/or EXPERIENCE A master’s degree from an accredited discipline university in an Engineering or Scientific Discipline or related field preferred. Substitution based on related experience At least ten (10) years of experience in environmental restoration accomplished under the Resource Conservation & Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) Experience with the Air Force environmental restoration program Knowledge of the Military Munitions Response Program (MMRP) and Installation Restoration Programs (IRP) Knowledge of state and federal environmental regulations, Defense Environmental Restoration Program (DERP) and Federal Acquisition Regulations Experience conducting effective technical presentations to client management and professional/tactful coordination with a variety of project stakeholders. Experience interacting with state and federal environmental regulatory agencies. Experience working Green and Sustainable Remediation (GSR) Initiatives with United States Environmental Protection Agency (EPA) preferred Experience with assessing chemicals or materials as emerging issues/emerging contaminants preferred Good organizational skills and excellent communication skills both oral and written Ability to multitask and meet aggressive deadlines KNOWLEDGE, SKILLS AND ABILITIES U.S. Citizenship and DoD government security clearance NACI required Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information.
