The Contra Costa County Health Services Department is recruiting candidates to fill three (3) Nursing Program Manager positions at Contra Costa Regional Medical Center (CCRMC) in Martinez, California. The current vacancies are located in the Operating Room/PACU, Labor and Delivery and the Critical Care Unit.

Under direction, incumbents plan, implement, coordinate, and evaluate patient care for an assigned department and are responsible for designing and implementing policies to achieve and maintain goals that ensure the delivery of quality patient care and service excellence. Additionally, incumbents are also responsible for the development of a department quality improvement plan as well as the on-going management and support of inter and intra hospital Continuous Quality Improvement (CQI) Programs.

Typical Tasks

* Plans, develops, implements, reviews and revises policies, procedures and standards for Nursing Services consistent with departmental philosophy and hospital or Behavioral Health-Mental Health Services mission

* Interviews, selects, hires, orients and evaluates subordinate staff

* Plans, prepares, monitors, controls budgetary recommendations for personnel, operational and capital equipment expenditures for assigned departments

* Counsels and disciplines subordinate staff; confers with Director of Nursing or Mental Health Director or designee and Personnel regarding personnel problems

* Visit care sites regularly to observe patient condition and ensures that the care provided is documented and remains consistent with the physicians orders and plan of care

* Evaluates patient satisfaction and identifies any interventions needed for improvement

* Confers with physicians and other disciplines regarding the care and condition of patients/consumers

* Instructs professional and non-professional nursing personnel

* Submits monthly activity reports

* Forecasts and ensures daily staffing needs are met

* Develops, implements and reviews staffing patterns on an on-going basis

* Monitors and ensures enforcement of safety program for assigned department

* Participates in professional organization(s)

* Plans and consults on educational programs for department

* Provides clinical consultation in specialty to other patient care departments

* Provide and promote excellence in customer service for both internal and external customers

Minimum Qualifications

License and Certification Required: Candidates must possess and maintain throughout the duration of employment: a current, valid and unrestricted Registered Nurse license issued by the California Board of Registered Nursing; and for positions assigned to Hospital, Clinics, and Detention, a valid Basic Life Support (BLS) certification issued by the American Heart Association or CPR certification issued by the American Red Cross (Healthcare Provider).

Education: Possession of a Bachelor's degree in nursing, hospital or health care administration, or a closely related field, from an accredited college or university.

Experience: Three (3) years of full-time experience, or its equivalent, as a Registered Nurse in an acute care hospital, one (1) year of which must have been as a Charge Nurse, Head Nurse, or in a similar supervisory capacity; or three (3) years of full-time experience or its equivalent as a Registered Nurse in a community mental health system, one (1) year of which must have been as a Charge Nurse, Head Nurse, or in a similar supervisory capacity.

Substitution: Two (2) additional years of experience as a Charge Nurse or Head Nurse may be substituted for the Bachelors degree.

QUALIFICATIONS FOR RESTRICTED POSITIONS:

Specific qualifications are required beyond those specified above for the following assignments:

EMERGENCY SERVICES: Advanced Cardiac Life Support Certification. One (1) year of the experience must have been in an emergency department.

CRITICAL CARE SERVICES (ICU/IMCU): Advanced Cardiac Life Support Certification. One (1) year of the required experience must have been in a critical care unit.

PERINATAL SERVICES: Neonatal Advanced Life Support Certification; Advanced Fetal Monitor Certification. One (1) year of the required experience must have been in a perinatal unit.

BEHAVIORAL HEALTH DIVISION-MENTAL HEALTH SERVICES: Crisis prevention Institute Certification (CPI) or Psychiatric/Mental Health Certification. One (1) year of the required experience must have been in the mental health area.

INPATIENT OR PSYCHIATRIC EMERGENCY SERVICES: Crisis Prevention Institute Certification (CPI). One (1) year of the required experience must have been in the mental health area.

PERIOPERATIVE SERVICES: One (1) year of the required experienced must have been in perioperative services.

OTHER REQUIREMENTS: A background investigation/fingerprint and/or physical exam may be required prior to the start of employment.

Selection Process

2. Application Evaluation: Depending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination.

3. Training and Experience Evaluation: Consists of an evaluation of each candidate's relevant education, training and/or experience as presented on the application and supplemental questionnaire (Weighted 100%).

The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices. As part of the application process, an applicant may be required to complete a Conviction History form. The Conviction History form should only be submitted when requested.
