THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This position is for an Equal Employment Manger, Position Description Number D1717000, located in the Joint Force Headquarters (State) under the J1 (Director of Manpower & Personnel), JFHQ-HRO, CNGC, Marietta, GA.

This is a full-time, Excepted Permanent dual status, position which requires GA National Guard membership.

Responsibilities

As an Equal Employment Manger, GS-0260-12, you will:

Serve as principal advisor to the Adjutant General and manages the Equal Employment Opportunity program to include Special Emphasis Programs, the Affirmative Employment Plan, Alternate Dispute Resolution, and Complaints Processing System for the Army and Air National Guard population of the state.

Study and analyze employment laws, regulations and policies from National Guard Bureau Headquarters to formulate and implement the state's EEO program.

Plan, develop and implement the National Guard Bureau Equal Employment Opportunity (EEO) Program at the state level, which requires the development and implementation of an Affirmative Employment Program (AEP) covering both short and long range goals and objectives.

Review Human Resources policies and programs to determine barriers, if any; advises the Adjutant General relative to their impact on National Guard policy to overcome under representation of minorities and women; and recommends changes or new actions to the Adjutant General, Chief of Staff, and Human Resources Officer.

Develop and conduct equal employment opportunity training for new hires and supervisors.

Conduct meetings both on and off the National Guard installation with community outreach organizations in the interest of improving equal employment opportunity/diversity initiatives and relationships.

In conjunction with the State HR/EO and MEO Officers, coordinate and assist in the development of ARNG EO and ANG MEO military programs and affirmative action plans.

Counsel employees and applicants who believe they have been discriminated against; insures the timely, fair and impartial consideration and disposition of complaints; maintains and secures all documents pertinent to informal and formal complaints.

Advise the Adjutant General on the merits and validity of all discrimination complaints and recommends methods and procedures for settlement and resolution.

Ensure that all EO/EEO (and MEO) training statistics are gathered, profiled and maintained. Provides statistical data to NGB-EO in accordance with EEOC, DoD, Army, Air Force, and NGB regulations.

Select, train, and supervise all EEO counselors for collateral duties within the state, ensuring that an adequate number of trained counselors are available to meet requirements imposed by law and regulation.

Perform other duties as assigned.

General Experience: Must possess administrative, professional, investigative, technical or other type of experience which demonstrates ability to meet and deal effectively with persons of different ages, races, and economic and education background; to collect and assemble pertinent facts, and to prepare clear and concise written reports.

Specialized Experience: Candidate must have 36 months specialized experience involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Equal Employment Opportunity (EEO) to the unique organizational, management, and mission requirements. Experience assisting in the development of Equal Employment Opportunity (EEO) policies and procedures. Experience advising management on Equal Employment Opportunity (EEO) principles and practices.
