Water Resources Department is seeking a qualified Safety Specialist to plan, organize, facilitate and coordinate safety and related training activities for the department. Responsibilities include enforcing city-wide and departmental safety policies and practices. This position requires to be available as necessary for emergencies during the evenings and weekends.

Essential Duties:ESSENTIAL DUTIES AND RESPONSIBILITIES

When assigned to Water Resources

* Assists in developing and maintaining the Departments safety programs, including the development of written policies, procedures, and programs and aligning them with City-wide policies.

* Develops, coordinates, and implements employee safety training programs as well as conducts training and awareness programs throughout the Department including all areas of OSHA regulations, VDOT work zone safety, Red Cross first aid and CPR, and document all training accordingly.

* Investigates incidents, including employee injury, auto/equipment incidents, underground utility damage, general liability, and chemical spills and prepare appropriate reports for all necessary agencies.

* Analyzes incident reports to identify trends and adjust training or procedures as necessary.

* Coordinates the Hazard Communication Program and ensure all Safety Data Sheets are prepared and available.

* Coordinates the Lockout/Tagout program and associated electrical safety procedures.

* Stays abreast of Occupational Safety and Health Administration (OSHA), Department of Transportation (DOT), Virginia Underground Damage Prevention Act, Environmental Protection Agency(EPA), Department of Homeland Security, and other regulations that impacts the Department, Virginia Department of Transportation (VDOT).

* Oversees the Spill Containment Response plan.

* Participates in OSHA inspections and prepare all appropriate corrective action correspondence and actions necessary.

* Assists in the completion of the DEQ annual Tier II report.

* Must be available to respond to Department and City-wide emergencies, both during normal office hours and after hours.

* Conducts facility, jobsite, and equipment inspections to ensure compliance with appropriate safety regulations.

* Responsible to review and evaluate safety equipment and assist with the purchasing of all Department safety equipment.

Additional Duties:

* Other duties to provide direct or indirect service to the citizens may be assigned.

Minimum Education and Experience Required:QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE

Associates degree or equivalent from two-year college or technical school with major work in public safety management/technology or related field, and experience in the industrial safety; or equivalent combination of education and experience.

Additional Requirements:

* Possession of valid driver's license issued by the Commonwealth of Virginia and acceptable driving record based on City criteria;

* Certification to conduct OSHA courses desirable.

* Must successfully complete IS 100 and IS 700 National Incident Management (NIMS) training, within 90 days of employment. May also be required to complete higher level of NIMS training as determined appropriate for this position.

* Required to obtain and maintain a variety of specialized certifications as determined appropriate.

* Possess the certification or have the ability to obtain qualifications to instruct, VDOT Basic and Intermediate Work Zone program, American Red Cross First Aid/CPR.
