Transportation Engineer I

Performs transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details.

Transportation Engineer II

Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.

Transportation Engineer III

Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Duties

The essential duties for Transportation Engineer I, II, or III include:

* Performs, engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.

* Drives to make presentations and represents TXDOT.

* Provides design engineering support for districts in project development.

* Provides technical assistance in drainage design, resolution of drainage complaints, hydraulics evaluations and other hydrology matters.

* Performs and coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications or special provisions.

* Writes/reviews proposals and estimates for letting

* Performs other job responsibilities as assigned.

The essential duties for Transportation Engineer II include the ones shown above for Transportation Engineer I, II, or III plus the following:

* Uses department's enterprise Critical Path Method (CPM) schedule and resource management tool to accomplish scheduling and resource management of transportation projects.

* Develops design and project development reports, surveys and correspondence.

The essential duties for Transportation Engineer III include the ones shown above for Transportation Engineer I, II, or III plus the following:

* Performs pavements designs and makes recommendations.

* Reviews shop drawings, plans specifications, estimate, supplemental agreements and change order requests.

* Develops design and project development reports, surveys and correspondence.

Competencies

The required competencies for Transportation Engineer I, II & III include:

* Communicate effectively

* Hydrologic and hydraulic engineering principles, practices and methods and the application of engineering theory

* Performing basic design and drafting

* Planning, coordinating and handling multiple projects within area of responsibility to meet short and long term deadlines

* Monitoring the status and progress of projects

* Preparing technical/statistical reports

* The use of personal computers and applicable programs, applications and systems

The required competencies for Transportation Engineer II & III include the ones shown above for Transportation Engineer I, II, & III plus the following:

* Negotiating settlement of differences without damaging relationships; applying effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner

* Applicable plans, specifications and estimates preparation, review, processing and compliance requirements

Education

This job requires the following:

* Bachelor's Degree in an Engineering related discipline

Work Experience

This job requires the following:

Transportation Engineer I:

* 4 years in Transportation engineering

Transportation Engineer II & III:

* 5 years in Transportation engineering

For Transportation Engineer I, II & III:

* Experience can be satisfied by fulltime or prorated part time equivalent

* No supervisory experience required.

* Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications

The following Licenses and Certifications are required for this job:

* Licensed Prof Engineer

* Safety Impact Certificate (to be issued by TXDOT at time of hiring)

* Valid Driver License

Other Conditions:

* Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the Texas Board Of Professional Engineers within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

* This is a Safety Impact position and will be subject to random drug testing.

Conditions of Employment

* Must pass a drug test prior to employment for commercial driver, safety impact and vessel crewmember positions. Commercial drivers, safety impact employees and vessel crewmembers will be subject to additional drug and alcohol testing during employment.

* Required to work weekends and holidays.

* Required to work hours other than 8 to 5.

* Required to work under exposure to inclement weather conditions.

* Required to repond during emergency operations.

* Required to wear personal protective equipment provided by employer and comply with all safety requirements.
