Workforce Development Manager

Overview

Under the direction of the Director of Workforce Development, the Manager will build, implement, and execute AltaMed's workforce pipeline programs that prepare underrepresented and diverse students for employment in the healthcare and STEM workforce. The Manager will manage all workforce pipeline programs, recruitment activities and program staff in alignment with AltaMed's strategic workforce plan in order to address critical workforce capability and capacity gaps. The Manager will design and manage programs to achieve reduction in barriers to admission and retention in college, medical school, and/or graduate programs and to achieve job preparedness and successful transition to meaningful employment. The Manager will deliver superior student, preceptor, and partner engagement and will design and implement appropriate reporting, evaluation, and improvements to achieve program goals. The Manager will operate efficient, compliant, customer service-oriented programs, and ensure close partnership with Medical Education, Talent Acquisition and Talent Management.

ResponsibilitiesAssists Director to develop and implement programming to support AltaMed's strategic workforce development plan to address critical workforce capability and capacity gaps, to achieve reduction in barriers to admission and retention in college, medical school, and/or graduate programs and to achieve job preparedness and successful transition to meaningful employment.Ensures an integrated, compliant talent acquisition program for workforce pipeline target populations including recruitment, selection, on/offboarding, and linkage to job placement in partnership with HR Systems and Talent Acquisition.Oversees implementation of all partnership agreements and objectives in partnership with Grants Manager.Manages the integration of programs across the pipeline continuum from high school to graduate in order to prepare underrepresented and diverse students for academic advancement and employment in health professions.Partners effectively to support Medical Education UGME & GME programs.Develops and maintains effective working relationships and partnerships with multiple community agencies, workforce development agencies, academic partners, and internally with business clients.Deliver superior student, preceptor, and partner engagement through a service-oriented culture. Ensure service levels are established and achieved according to AltaMed's values.Assists the Director to manage appropriate compliance, reporting, evaluation, and performance improvement activities to achieve program goals and demonstrate ROI.Works with Director, Development and Grants Management to identify funding opportunities that address gaps in the Primary Care Workforce and align to the Strategic Workforce Plan. Integrate and leverage all available resources.Assists Director to develop program and grant budgets. Effectively administer program budgets and monitor budget performance. Provides reports to Director on budget performance. Partners effectively with finance and accounting departments.Partners effectively with HR Analytics, Systems, Workforce Planning, Business Services, Talent Acquisition and Talent Management and Payroll to ensure consistent, compliant, effective processes for all interns, students, fellows and clients.Oversees and manages staff performance, including hiring, selection, development, engagement and resource allocation.Performs analysis on measurable goals to support the Director in creating a strategy to deploy resources and anticipate return on these efforts, in order to achieve department, program/division, and corporate goals.Represents AltaMed on internal and external committees and working groups, through networks and partnerships.Ensures compliance with Department of Labor, federal and state regulations, and private contract guidelines, and makes program and policy modifications as needed.Oversee coordination of recruitment activities with partners. Serves as liaison with Talent Acquisition on Talent Ready prospects and recruitment activities.Assists the Director with the review of program policies and procedures, and the development of new ones.Performs other related duties as assigned.

QualificationsBachelor's Degree from an accredited college or university program in Business Administration, Public Health, Health Administration, School Counseling, Social Work, Nursing, or other related health or social science field required. Master's Degree preferred.Minimum of 4 years of managerial experience required, preferable in a health or social services setting.Minimum of 6 years of experience with workforce development, career development, and recruiting programs with diverse, underrepresented student populations, with an emphasis on nursing programs, graduate programs and/or medical school. Experience working with students with a variety of academic interests and abilities.Experience managing complex programs with diverse stakeholders. Experience should include developing, managing, and monitoring budgets, grants and contracts.Bilingual: English/Spanish preferred.
