Requisition Number: 28342 Job Title: PROGRAMMER/ANALYST III Working Title: Associate Director of IT Salary: $5,234 - $10,358 monthly Job Type: Contract Department Name: 5565-SUMMER SESSION & INTERNATIONAL EDUCATION Department Website URL: Job Summary Statement: Under the general supervision of the Director of the Summer Sessions and International Education Office Information Technology (SSIEO IT), the Associate Director of IT will lead the data collection and analysis efforts for SSIEO, will be the primary liaison between SSIEO IT and SSIEO business units, will ensure business continuity, and will serve as the second in charge of SSIEO-IT. S/he will play a key role in identifying the priorities for requests coming from all business units, and will make sure that deadlines and priorities are set and communicated to the business units for all day-to-day requests. The Associate Director will document different processes for future reference.

Serving as business and data analyst, the Associate Director will work closely with the SSIEO Marketing team and the business units to understand the data needs for the entire SSIEO, run queries and reports, help analyze the data to meet those needs. The incumbent will work closely with the project manager to understand the business requirements and assist with Quality Assurance (QA) testing, and guide users to perform User Acceptance Testing (UAT). S/he will also assist in troubleshooting production problems, and contribute to the evolution of Business and Data Analyst best practices, tools and techniques.

Responsibilities include:

1)Research data organization, data security, privacy and data analysis needs in higher education setting

2)Become an expert in UCLA security and privacy policies and ensure proper data collection and storage practices are utilized

3)Become an expert in the data models for the UCLA's central student and financial systems as well as SSIEO's numerous local databases

4)Meet with constituents to determine data needs

5)Run queries and analyze data

6)Provide basic statistical analysis

7)Serve as the liaison between the business units and the IT

8)Prioritize and complete day-to-day tasks independently

9)Provide front line support and service for SSIEO business units

10)Elicit requirements using interviews, business process descriptions, use cases, scenarios, business analysis, and task and workflow analysis

11)Participate in testing developed software or new process flow

12)Perform quality assurance testing of system configuration and application development efforts to ensure product adequately meets all functional needs defined in scope of project

13)Provide testing guidance to business units

14)Assist developers to resolve production issues

15)Assist with user access requests and setup

16)Participate in project meetings to review project deliverables and timelines

17)Determine scope and participate in establishing priorities for system changes

18)Contribute to user experience standards, and best practices

19)Define user interface requirements in collaboration with developers

20)Promote best practices and communicating reasoning behind design decisions

21)Produce sketches, workflow diagrams, wireframes and mock-ups

22)Present work to the business units for review and feedback

23)Maintain a high awareness of industry issues and trends, particularly in regard to accessibility, usability and emerging technologies, with a view to incorporating these in future projects

24)Participate in the overall management of SSIEO as a member of the management team and serve as head of IT in the absence of the Director

1.Demonstrated skill in eliciting and developing data requirements, specifying and designing inputs and outputs, producing system and programming specifications and requirements and recommending modifications to existing programs and processes. Ability to overcome obstacles and to meet deadlines.


2.Demonstrated experience in designing user interfaces and applications.


3.Demonstrated analytical, project management, and data analysis skills. Ability to analyze operational and organizational systems; define the problem or objective; identify relevant concerns, factors, or problems; formulate logical and objective conclusions. Recognize alternatives and their implications; propose alternatives; and implement procedural changes to get desired result.


4.Ability to define testing procedures and to carry out such procedures rigorously.


5.Working knowledge of SQL, SQL Server, MS Office suite.


6.Demonstrated knowledge and experience with database tools including MS Access and MS SQL Server Management Studio.


7.Demonstrated ability to prototype and design elegant UI solutions to represent data reports. Experience with user interface design patterns and proficient in wireframing and prototyping tools.


8.Knowledge of data analysis processes and techniques.


9.Experience developing data analysis artifacts, such as tables and charts.


10.Working knowledge of .NET, Visual Basic, VB Script, VBA, ASP, and JavaScript.


11.Excellent verbal and written communication skills and the ability to interact professionally with diverse groups of administrators, campus constituents, and management.


12.Skill in setting priorities, meeting competing deadlines, and handling varying requirements and job complexities.


13.Ability to write comprehensive, well organized, grammatically correct, and lucid reports, proposals, instructional/technical documentation, and technical reports concerning feasibility studies, systems requirements and design, detailed processing requirements, and programming specifications. Ability to overcome obstacles and to meet deadlines.


14.Detailed knowledge of federal and state laws and University of California policies regarding privacy and public information; working knowledge of student record policies and procedures.


15.Detailed knowledge of PC software including MS Office Suite.


16.Familiarity with desktop publishing and graphic software.


17.Experience with web development languages of HTML, CSS and JavaScript/jQuery.


18.Ability to independently set priorities that accurately reflect the importance of job responsibilities.


19.Ability to complete a heavy workload in a timely manner and with competing and diverse requirements and the pressure of deadlines.


20.Ability to perform with constant interruptions and distractions.


21.Ability to establish and maintain cooperative working relationships with co-workers, administrators, staff, faculty, students and vendors.


22.Flexibility to accept new or special assignments on short notice to enable the department to cover essential functions or meet organizational goals.


23.Ability to maintain a regular schedule and work evenings and weekends as needed.
