MTEQ is seeking a Proposal Manager with extensive knowledge and strong communication skills to join our team of well qualified, diverse individuals at our Lorton, VA Office.

The Proposal Manager is responsible for resources, planning, scheduling, development, and production of federal proposals. The primary focus of proposal management must be to produce a winning proposal document. The Proposal Manager owns the proposal strategy, derived from the capture strategy, and is responsible for the preparation of all assigned proposals, from concept through delivery to the customer. The Proposal Manager manages the overall process but is also expected to write and develop proposal content as necessary. This content will include management and technical sections. Strong research, information gathering, and writing skills are a must.

The Proposal Manager prepares compliance checklists, outlines, cross-references matrices, WBSs, WBS dictionaries, and schedules; provides training and support for storyboards; drives meeting the requirements, schedule, compliance, and quality; works well with individuals and groups, as well as personnel at all levels (including senior executive staff); is skilled in Microsoft Office and SharePoint 2010; and is able to provide presentations and present training to proposal staff. The ideal Proposal Manager will be an individual knowledgeable in MTEQ's current core customer (NVESD) as well as one or more of the related Defense Community (i.e. SOCOM, SOF, FBI, DIA, NGIC, NGA, JIEDDO, NAVSEA, PEOs, etc.). The Proposal Manager should be thoroughly knowledgeable of the rules, regulations, and laws governing the Federal Government procurement practice as well as contract vehicles.

ESSENTIAL JOB FUNCTIONS AND ESSENTIAL JOB DUTIES :

* Commands and controls end-to-end proposal development process, including pricing and production, and works with other team members

* Write and edit in support of the overall proposal effort

* Analyze proposals for consistency and clarity, compliance with RFP/RFI/RFQ requirements, and alignment with proposed solutions and win themes

* Analyzes (RFP/RFI/RFQ) proposal to extract government requirements and creates compliant and complete proposal outline

* Gathers proposal information by identifying sources of information; coordinating submissions and collections

* Meets proposal deadline by establishing priorities and target dates for information gathering, writing review, and approval; entering and monitoring tracking data; coordinating requirements with contributors

* Ability to clearly convey win themes, value propositions, and differentiators in both written and verbal form

* Facilitate proposal strategy sessions

* Performs market, client, and competitive research related to proposal efforts

* Responsible for managing and updating pipeline database

* Ability to lead proposal teams from Go/No-Go decisions through the entire capture process

* Ability to identify and collaborate with teaming partners

* Manages writing assignments, editors, graphics, and SMEs

* Monitors all requirements for the solicitation (and amendments)

* Ability to track and manage multiple proposals at a time

REQUIREMENTS:

* Bachelor's Degree or equivalent in Business or a related field; IT or Engineering field desirable

* Four or more years of related (proposal preparation in a government contracting) experience

* Four or more years of track record of winning proposal efforts valued at $40M or more

* Four or more years of experience in a supervisory or management capacity included

* Knowledge of federal procurement regulations (FAR/DFAR)

* Experience with MS Office Suite

* Experience with Adobe Photoshop and illustrator

* Experience with Desktop Publishing software

* Strong analytical and problem solving skills

* Strong Proposal Leadership skills, with the ability to build a strong team, effectively resolve conflict, and vector appropriate resources to maximize proposal development

* Excellent organizational skills

* Ability to work independently and with minimum supervision under a system of discipline, deadlines and accountability

* Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations

* Ability to work a flexible schedule which may include evenings and weekends

* Fluent in speaking, reading, and writing the English language

DESIRED SKILLS AND EXPERIENCE:

* Master's Degree a plus

* Occasional Travel

* Experience with Adobe Photoshop and Illustrator

* APMP Certification

SECURITY CLEARANCE:

Ability to obtain Security clearance required. Active Security Clearance a plus.
