Under general supervision, coordinates the procurement activities for the Nebraska Military Department; performs related work as assigned.

Examples of Work

* Authorizes approval of PFC requisitions and purchase orders (IBTs, TAG 59s, etc.) for the agency.

* Processes, tracks, retains and shares information and documents related to budgeting, requisitioning, purchasing and controlling expenditures to ensure compliance with established budgeted allotment of funds. Monitors coding and coordinates with staff within the units/sections to ensure fiscal control and proper disbursement of funds.

* Receives/processes purchasing requests, secures estimates for needed supplies/materials/services, chooses vendors, and enters contracts and receipt of goods into the procurement system.

* Coordinates and finalizes all Agency purchase requests, to ensure that need and proper bidding procedures have been strictly adhered to. This function will be extremely important as the state transitions to the fusion Accounting Program.

* Generates and receives purchases for federal cooperative agreement divisions within the Military Department (i.e. Telecom, Distance Learning, Training Sites, etc.)

* Maintains State property inventory records on all State-owned property, conducts annual onsite audits; reports on condition of equipment; and verifies need for replacement.

* Manages the surplus of State property; makes recommendations to unit/section personnel on what equipment should be surplused. Completes required paperwork to document transfer of inventory to surplus property, and delivers items to State Surplus Property division location.

* Oversees the Military Department's input of contracts and scanned purchase orders.

* Posts and maintains State Property Fixed Asset records for the Nebraska Military Department. • Reviews monthly vehicle logs on vehicles leased through the Transportation Services Bureau (TBS) and agency-owned vehicles to report operating costs. Keeps records of maintenance requirements for agency vehicles and arranges with TBS garage for maintenance and repair of leased vehicles. Coordinates annually with DAS-Risk Management to provide Motor Vehicle Insurance for all agency owned vehicles.

* Implements the use of the new procurement module and trains appropriate personnel on the new system.

* Maintains a good working relationship with all divisions of the Military Department and other State agencies.

* Implements and support the LB429 contact database for the Military Department.

Qualifications / Requirements

REQUIREMENTS: Bachelors degree in business administration, accounting, finance or other related field and one year business-related experience; related work experience may be substituted for the Bachelors degree requirement on a year-for-year basis.

PREFERRED: Experience with the State procurement system. Knowledge of State and agency purchasing laws/procedures, and specifications of contracts. Ability to interpret policies and procedures relating to purchasing.

OTHER: Responsible for assigned budget control. Works directly with Agency Controller in day-to-day activities. Valid Nebraska driver's license at time of hire is required. Incumbent must also achieve and maintain an appropriate level security clearance; failure to do so may result in termination of employment.

Knowledge, Skills and Abilities

Knowledge of: General accounting systems; business operations principles such as purchasing and inventory, agency policies and procedures; state accounting policies; and computerized business systems. Ability to: communicate effectively; establish positive working relationships with all contacts; maintain accurate records; identify and resolve administrative and transactional problems; maintain confidentiality of management and personnel information when appropriate; read, understand, interpret and apply rules/regulations, policies/procedures and other work directives; prepare various budget/financial/administrative reports using computer software applications (such as Word, Excel, Power Point, Enterprise 1, etc.). Skill in: mathematical computations.
