JOB SUMMARY

A policy and project research/support position within CSG's Lexington-based Center of Innovation. The Policy Analyst provides support for the design and creation of deploying new strategies to serve state policymakers. The position serves under the direction of the Center of Innovation Director and in cooperation with other policy & research colleagues. The Policy Analyst works with CSG's policy, membership and communications teams as well as regional offices, affiliates and members to monitor understand and share best practices and analysis on today's most pressing state policy issues.

DUTIES & RESPONSIBILITIES

Under the direction of the Center of Innovation Director, the Policy Analyst will:

* Conduct research on innovative local, state and federal policies and programs and synthesize and analyze findings appropriate for a research and policymaker audience.

* Collect, monitor and analyze data on state legislative, executive and judicial actions as well as state and federal programs and the resultant impacts on states.

* Assist in the administration of collaborative projects aimed at addressing issues of top concern to state officials in one or more states.

* Develop and write reports and other research products that are highly relevant to policy deliberations and easily understood by the public, media and policymakers, in collaboration with the Communications staff, external writers and other consultants.

* Interact with national organizations, researchers and national policy experts in carrying out work on collaborative projects.

* Conduct outreach to state officials, participate in identifying and supporting policymakers interested in policies and programs.

* Conduct relationship management with state officials and policymakers, including legislative and other governmental contacts in all 50 states, DC and the US Territories.

* Share expertise with CSG's regional offices and affiliate groups as requested and provide direct outreach to CSG members on education issues.

* Collaborate with regional staff as appropriate to provide CSG members with meaningful insights and information about education and workforce issues.

* Prepare concise and accurate written responses to requests for information.

* Participate in efforts to provide timely policy information to state policymakers, such as online webinars, state visits or through other forums.

* Assist in the planning, organizing, and convening of meetings by arranging for speakers, identifying topics, supporting logistical planning, preparing information and participating in state convenings.

* Develop and expand a knowledge base on local, state and federal policy, processes and programming, and other relevant policy topics and best practices.

* Conduct timely, thorough and relevan fiscal research and analysis.

* Perform other organizational duties as assigned.

SKILLS & ABILITIES

* Strong research skills including internet research and personal interviews.

* Strong statistical analysis and data collection skills.

* A working understanding of the state government budgeting process.

* Proficient in Microsoft Excel and able to learn additional software programs and new evaluation/analysis techniques.

* Knowledge of general state government public policy, policy issues and programming as well as the state policy development process.

* Strong writing skills, including policy description and analysis as well as more general writing such as correspondence, memos and articles.

* Skill and competence to work effectively with a myriad of state officials, including high level executive, legislative and judicial officials.

* Able to work with leading experts in the state government field including researchers, policy experts, and program providers.

* Able to work independently and to handle a variety of tasks and assignments concurrently while adhering to specific instructions, technical direction and deadlines.

* Able to maintain confidentiality and handle politically sensitive work.

* Strong customer service-oriented commitment.

* Self-motivated, able to take initiative and see complex tasks through to completion.

* Experience working collaboratively with multiple partners preferred.

* Experience with grant writing and applications.

EXPERIENCE REQUIREMENTS

* Two (2) years of relevant and progressive work experience in state government or with a public policy organization, membership association or public university.

* Demonstrated experience and knowledge of local, state and federal public policymaking and regulatory processes and state-federal relations.

EDUCATION REQUIREMENTS

* Bachelor's degree in public policy, political science, education or related.
