The TA Specialist – SR assumes responsibility for effectively providing team building and positive working relationships with a wide variety of internal and external customers, as well as implementing and communicating proactive recruitment strategies to reduce vacancy rates and time to fill. Manages the hiring process and hiring systems to achieve positive outcomes while ensuring compliance with all HR policies, Recruitment procedures and related legal requirements. The TA Specialist – SR works independently, with guidance in only the most complex situations, possesses in-depth knowledge and experience and is recognized as an expert in own area within the organization. Recommends solutions/best practices with internal or external business issues. Is a healthcare recruitment subject matter expert and acts as a resource for colleagues with less experience.

1. Assesses hiring department needs to ensure an effective recruitment plan by developing an on-going working relationship to understand departmental services, functions and staffing needs. Manages recruitment process in conjunction with hiring department by ensuring requisitions are complete, budgeted and job postings are accurate.

2. Coordinates and implements recruitment strategies for each search including a marketing plan, advertising development and marketing collateral, as well as determining ad placement and media outlets. Works closely with the Director and Manager to plan and design new programs/initiatives, and enhance/differentiate existing programs in the marketplace.

3. Coordinates marketing efforts associated with recruitment conferences including recommendations about which conferences should be attended; placement of conference print ads; selection of "giveaways", and evaluation of the success of these events.

4. Researches, writes, proofreads, and edits recruitment features for informational, educational and promotional publications.

5. Utilizes current sourcing strategies and of interviewing to present hiring managers with the most qualified candidates.

6. Applies all HR and Recruitment policies to the recruitment and hiring process. Completes the hiring process by obtaining references, criminal background checks (CBC) and complying with The Office of the Inspector General.

7. In collaboration with the Compensation department and hiring manager, negotiates salary offer.

8. Maintains a thorough knowledge of HR policies and procedures as they relate to Recruitment.

9. Participate in organizations, high school programs and health career seminars.

10. Provides career counseling and advises D-H employees on the transfer and referral process. Explains HR policies and procedures to employees and refers to other internal resources. Provides necessary documentation for EEOC and legal charges.

11. Develops, recommends, coordinates and implements recruitment strategies with college and professional affiliations to promote a constant flow of applicants. Based on market, specialty and department knowledge, forecasts recruitment needs of assigned sections.

12. Forecasts long-range employment goals by reviewing and analyzing statistical data. Uses system of record and system reports to analyze data and make hiring related decisions/recommendations.

13. Maintains and participates in continuing education and professional development. Maintains knowledge of current employment laws and trends, as well as compensation policies, practice, benefits and payroll.

14. Ensures onboarding process is well communicated, organized and efficient.

15. Performs other duties as required or assigned.

Minimum Qualifications:

ü Bachelor's degree with minimum of 5 years in recruitment, Human Resources, healthcare and/or business management experience or the equivalent in education and experience required.

ü Proficiency with various computer and Web based software such as various ATS's and social media sites required.

ü Excellent interpersonal and communication skills desired.

ü Strong leadership/mentorship skills to act as a resource to less experienced staff.

ü Excellent problem solving capabilities to facilitate complex situations.

Experience interpreting business issues and offering solutions/best practices.
