The Human Resource (HR) Program Partner provides dedicated operational human resource guidance and expertise to support the program initiatives and activities. The HR Program Partner liaises with program management to achieve effective talent management, inclusive of sourcing, recruiting, onboarding, and orientation of newly hired employees. The HR Partner builds external relationships with recruiting sources to leverage the organization's presence and brand at local colleges and universities, professional associations, and industry specific job fairs. The HR Partner is a resource to program management devoted to maintaining compliance of all internal HR policies, federal, state, and local employment laws. The HR Partner applies the use of best practices in human resources as identified by the organization under the direction of the HR Director.

Required Skills

Bachelors' Degree in Business Administration, Business Management, Human Resources Management, or related field strongly recommended. SHRM-CP and/or PHR certification preferred.

A minimum of five (5) years human resource generalist experience strongly preferred to help expedite the responsiveness of HR support to the VOA programs throughout the Chesapeake affiliate. The generalist fields questions and concerns for talent management, organizational policy and protocols, benefits, compensation, employment and employee relations. For matters requiring specialist expertise, the generalist also recognizes when to redirect questions to the appropriate HR team member or Director of Human Resources.

Driving is required of this position. Must meet all company criteria.

* Knowledge of MD/DC/VA state and federal employment laws and regulations as it relates to labor/employment.

* Must be able effectively communicate with different levels of management within the organization, both orally and written.

* Must be able to multitask, prioritize workload, meet critical deadlines and comfortably work with confidential employee and employer information.

* Must possess outstanding team building skills and the desire to work with people.

* Has in-depth knowledge of HR discipline and acts as the HR functional areas.

* Be able to proficiently utilize technology, metrics, and standard processes.

* Ability to understand and interpret workforce data and apply these metrics to explain trends and/or provide solutions for the program.

* Ability to be in sync with company missions and goals.

* Maintain positive and productive internal and external working relationships.

* Maintain knowledge of company policies and procedures.

* Strong PC skills in a Windows environment.

* Ability to use independent judgment.

* Excellent interpersonal, written, and oral communication skills.


* This position requires driving your personal vehicle for company business. Must be privileged to drive according to the criteria set forth by Agency MVR guidelines.

* Valid driver's license in jurisdiction of residence

* CPR/First Aid Certification must be acquired and maintained once employed


* Chief collaborator and HR point person for his/her respective VOA program able to work and communicate effectively with VP, directors, supervisors, support staff and external contacts. Exercises discretionary judgment as to where it is most appropriate to locate oneself either in the respective program office or administrative office in Lanham, MD. It is expected that external relationship building will be necessary to grow the talent pool for the organization.

* Interprets and applies company HR policies, understanding implications and impact on HR and other departments.

* Prepares and delivers presentations (i.e. orientation, trainings).

* Ensures the accuracy and timely submission of personnel action requests and other HR actions for employees in the respective state(s) program within VOA.

* Utilize existing HR tools (i.e. HR/Payroll system) to provide reports and data analyses.

* Provide daily updates on internal issues, upcoming projects and deadlines.

* Generate templates and presentations that represent data analyses for internal use and to be presented to management.

* Provide feedback to HR Director concerning possible problems or areas of improvement; recommends action plans and strategies.

* Seeks assistance in addressing difficult and unusual HR issues.

* Perform other duties as assigned by HR Director.
