The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing also helps ensure consumers can access housing counseling and provides affordable rental housing through its Multifamily housing program. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.

The Office of Multifamily Housing is responsible for the overall management, development, direction and administration of HUD's Multifamily Housing Programs. HUD's Multifamily programs provide mortgage insurance to HUD-approved lenders to facilitate the construction, substantial rehabilitation, purchase and refinancing of multifamily housing projects. MFH is widely responsible for production, asset management and portfolio oversight, and recapitalization of assisted properties, and field operations. As part of the National Housing Act of 1934, Congress created the Federal Housing Administration (FHA) which later became a part of the Department of Housing and Urban Development's (HUD) Office of Housing in 1965.

As an Account Executive, you will:

* Understand and evaluate new developments in the market place that could have a potential impact on the business and search for opportunities to enhance business practices to adapt to market changes.

* Provide recommendations to management on adjusting the business strategy to adapt to changing market conditions. Provide HUD staff, lenders and other stakeholders with excellent customer service.

* Ensure that all policies and procedures are properly observed, all transactions are conducted with authorized personnel, all records and contracts are complete and up to date, and all customer position limits/risk tolerances are observed.

* Participate in team discussions, assist in the preparation of technical reports for management, represent the Office in discussions with key stakeholders, and provide lender profiles/summaries on an 'as needed' basis.

* Provide information on the multifamily housing portfolio to various deal stakeholders, as needed. Deliver accurate and timely loan and property level information to the various deal stakeholders such as rating agencies, trustees, special servicers, and bondholders.

* Monitor the portfolio for potential or imminent defaults and proactively communicate relevant pre-default information to the Owner/Management Agent and mortgagee. When appropriate, recommend corrective actions and assist the Owner/Management agent and mortgagee prepare a corrective plan of action to address the problems.

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

* Interpreting and applying the statutes, regulations, and procedures governing housing programs (i.e. 202 or 811 Capital Advance programs, Low Income Housing Tax Credit, HOME Program, Section 8, CDBG, PRACs, Federal Housing Administration (FHA) Multifamily Mortgage Insurance programs ); AND

* Analyzing financial data, comparing statements and recent financial information to project financial data for approval or denial of the following, such as; rent increase approvals, project rental assistance contract renewals, tenant/resident activities, refinancing, prepayments, modification agreements, interest rate reductions, transfers of physical assets, changes in the corporate charter and by-laws, substitution of mortgagors, reinstatements of mortgages, budgets submitted by cooperative and other housing projects, and recommendations for foreclosures/property disposition.
