This position is located in the Fiscal Services Office of the U.S. Census Bureau's National Processing Center (NPC). A function of this office includes maintaining and recommending improvements in the Jeffersonville Activity Reporting System (JARS); maintaining and processing pay for NPC; reporting work progress, financial status, production standards, and organization codes for publications generated by this system; maintaining various reference publications, subscriptions, manuals, etc. for use by NPC technical and professional employees; and providing information receptionist services for NPC. This position is not in the bargaining unit.

Tour of Duty: Monday through Friday, 7:00 a.m. to 3:30 p.m., or 7:30 a.m. to 4:00 p.m. Alternate Work Schedule is available. Alternate Work Schedule is an 80-hour biweekly basic work requirement that is scheduled in less than 10 days; i.e., eight 9-hour days/nights, one 8-hour day/night, and one day off. A 4-10 hour day work schedule is also available.

Responsibilities

The individual selected for this position will:

* Collaborate with NPC management to identify improvements required in the JARS code structures to assure comprehensive coverage and accurate reporting of cost, production and time data about organizational employees and units;

* Independently develop analytical methods and detailed study procedures, deviating from accepted practices to the extent required for studies and analysis of automated management reporting systems;

* Provide scheduling and coordination services for JARS throughout NPC and continuing liaison with the Administrative and Management Division Systems Division (AMSD) at Headquarters and with the Human Resources Branch at NPC with PARs actions, leave audits, pay issues, requests for information, etc;

* Function as the liaison between FSO and programmers on the Leave Analysis and Web TA programs, and respond to Web TA questions from throughout the division;

* Plan and adjust work schedules and determine priorities to accomplish the unit's mission, analyzing work requests to determine requirements and availability of staff and other resources;

* Be responsible for equitable assignment of work to employees based on difficulty, the requirements of assignments, and the availability/capability of the employees;

* Render performance appraisals and recommend performance awards, promotions, or other status changes of assigned personnel and resolve informal complaints;

* Keep employees informed of management's goals and objectives through a thorough knowledge of administrative policies and principles;

Qualifications

Time-in-Grade: In addition to specialized experience, you must meet the time in grade requirement. Current and former Federal civilian employees must have held a position at the grade 11 for at least 52 weeks in the Federal Service for promotion to the grade 12. Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as VEOA eligible which do not require time-in-grade/band.

Specialized Experience: You qualify at the GS-12 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This experience must have been equivalent to at least the grade 11 level to meet the qualification requirements in the Federal Service. Specialized experience is defined as providing advice, oversight or guidance to employees or managers in the planning, development, implementation, evaluation, and usage of a time and attendance/payroll processing area. Must demonstrate participation in the formulation and/or adherence of procedures, policies, or regulations regarding time and attendance or payroll.

Education cannot be substituted for experience at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations, (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
