Responsibilities

As an Administrative Officer within the Northern Prairie Wildlife Research Center, some of your specific duties will include:

* Supervises administrative staff including performance management, discipline, recruitment, training, development, and daily guidance on administrative matters.

* Provides financial management including formulating, coordinating, and administering budget; oversees operating budget, financial agreements, and working capital funds; advises senior management with status reports promoting sound decisions on budget; and ensures an orderly operation and closeout of the fiscal year.

* Represents administrative issues in strategic planning exercises; seeks efficiencies in operations and implements measures to reduce redundancies; interprets policies and advises senior management on changes needed for compliance.

* Provides management and advisory services through authoritative advice to senior management on administrative and operational issues; recommends methods for implementing and enforcing requirements; represents the Center on committees/work groups within and outside the bureau.

* Manages human resources needs, procurement, travel, and budgeting; manages resources guiding staff on executing administrate processes and communicating administrative needs.

Are There Any Special Requirements For This Position?

* This position requires completion of a one year supervisory/managerial probationary period, if one has not previously been completed.

* Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued.

* A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

* Applicants must meet the following to qualify for the GS-12 level:

One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-11 level in the Federal service. Examples of GS-11 level work: 1) Formulating and executing annual operating budgets; 2) analyzing budget/fiscal reports; 3) communicating with a variety of personnel at all levels in administrative management and support; 4) working with staff in interpreting human resources policies and directives; 5) reviewing and approving procurement activities; and 6) communicating and providing guidance to staff on issues.

* You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.

Education

* Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

* Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
