* Provides position management and classification advisory and consultative services to a serviced agency's managers and supervisors on significant position classification and position management issues.

* Applies an understanding of position classification principles, practices and guidance to classify a variety of positions.

* Explains grade level characteristics to managers, supervisors and employees. Conducts position analysis and prepares position descriptions, evaluation statements and advisory decisions for support organizations.

* Responds to issues that are complex, controversial, or precedent setting in- nature in areas of organizational design that impact the effective use of agency resources.

* Compiles workload and organizational position information; prepares reports and briefing charts; recommends actions to supervisor regarding classification and position management actions.

* Applies knowledge of the Fair Labor Standards Act (FLSA) and researches related law, guidance and precedent setting cases to support FLSA decisions.

* Exercises leadership, provides guidance and serves as a mentor to lower graded specialists and/or assistants.

* Provides consultation to HR leadership on areas of program improvement. Coordinates with senior specialists and subject matter experts in other HR functional areas to ensure efficiency and effectiveness of HR life cycle activities for customers

* Conducts audits of Position Management and Classification operations and actions to ensure compliance with Federal and agency law, policy, procedure and practice.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as applying Position Management and Classification concepts, rules, regulations, policies and practices to provide comprehensive Human Resources (HR) management advisory and technical guidance to serviced customers and HR Specialists; and advising management regarding controversial or complex position management and classification, and organizational design or FLSA issues

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.


There is no substitution of education for specialized experience at this grade level.
