Responsibilities

* Researches, analyzes, and resolves issues related to one or more financial management systems.

* Gathers and analyzes requirements for the enhancement of automated financial management systems.

* Coordinates the analysis, design, planning, and execution for projects of considerable scope and complexity.

* Coordinates the activities of multiple project teams to ensure program objectives are met.

* Advises supervisors and senior managers on major system issues, associated risks, functional impacts, and data integrity concerns.

* Works with multiple information sources and customers to gain processing efficiencies through the development and implementation of system support applications.

* Represents the organization as the primary point of contact with IT for changes to the payroll system and/or processes.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized Experience at the GS-11 grade level: performing complex data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial system's operations; and assisting in the design and implementation of databases in order to meet the needs of the organization or customer.

Specialized experience at the GS-12 grade level: applying knowledge of automated systems design and processing principles, techniques, policies and regulations related to finance and accounting operations; designing and implementing databases in order to meet the needs of the organization or customer; and identifying functional requirements or deficiencies in the integration or use of financial systems.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. For entry at the GS-11, applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. For entry at the GS-12, applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

Education

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS 12 and above: Education is not substitutable for specialized experience at this grade level.
