Your role:

In your role as a Division Test Coordinator, you will act as: 1) the chief financial officer for the Test Division, monitoring financial transactions, support financial planning, provide reports on the financial health of the Division, and execute corrective actions as requested; and 2) a Subject Matter Expert (SME) within the Division for PRO3 and the CET. You will establish, enter, maintain, and update data in multiple software packages to ensure the government customer has complete and accurate project information at all times. Coordinate administrative, financial, and logistical aspects of project management to track the cost and schedule of tests. Ensure labor, flights (as required), material, and travel charges are correct and communicate to the government customer regarding funding depletion. Monitor and report on performance against plans to ensure cost objectives are not exceeded. Report, analyze, and interpret financial data derived from multiple sources.

What you'll do all day:

  • Populating RTCs Cost Estimate Tool for Division requirements
  • Accepting funds
  • Allocating of funds within the Division
  • Acting as an approval authority within the Purchase Order Approval Workflow and recording all purchases processed in the Division.
  • Ensuring funds are available on the WBS referenced in the Purchase Request (PR) and that no outstanding purchases exist on the WBS that could lead to a rejection or overage once all purchases are processed.
  • Initiating Outbound Military Interdepartmental Purchase Request (MIPR) requests for the Division.
  • Reporting Status of Funds (funds available for labor and material charges, and make corrections when requested.
  • Estimating percent complete for any active tests within the Division to include in the report. The Division Test Coordinator is responsible for bringing any identified projects to the attention of the Division Chief and Engineer for corrective action if necessary.
  • Screening Army Time and Attendance Pay System (ATAAPS) and Contract Information Management System (CIMS) entries for proper charges prior to submission works with the DAC Engineers to correct charges if a rejection or overage is forecast to occur and reallocates funds across the functional teams as requested by the Engineer.
  • Submitting the finalized CIMS files to be processed at the Directorate level.
  • Alerting the Division Chief if purchases are requested using an Operation & Maintenance Appropriations (OMA) funding line.
  • Recording all purchases in the Division to be made with overhead funds
  • Ensuring the changes are made either in ATAAPS or through a CIMS Correction File and documents the changes.
  • Maintaining a record of approved Overtime Requests and tracks the number of hours charged versus the number of hours approved.
  • Assisting in the creation of a financial spend plan for the Division
  • When required, perform program management duties for projects within the ECD Test Division to include: submitting scopes of work to ATEC, compiling Division cost estimates, writing proposals and completing FS 7600A/B documents, supporting communication on execution, and maintaining ADSS, PMM, and VDLS.
  • When required, perform duties for operations within the ECD Test Division to include: status tracking of TDY, and other tasks.

Minimum requirements for this position:

  • Must possess a Bachelor's Degree in a technical, science or business discipline from an accredited*college/university; a Bachelor’s Degree or Master’s Degree from an accredited* college/university with applicable skill sets will be considered.
  • Must be proficient in all Microsoft Office software.
  • Must be able to obtain and maintain a Secret Government security clearance
  • Must be a US Citizen

Desired skills and experience for this position:

  • Master’s Degree or a Program Management Professional (PMP) certificate preferred
  • Technical experience performing engineering, analysis, and related functions in research, development, test and evaluation in support of military equipment and systems.
  • Exposure to aviation or missile testing environment highly desirable of applicable experience
  • Experience developing plans, budgets and schedules to meet project requirements;
  • Experience providing project status with regard to funding, schedule, and milestones;
  • Experience providing comparative analysis for budget and actual costs;
  • Experience validating costs;
  • Experience comparing performance against plans; and
  • Experience reporting, analyzing and interpreting financial data from multiple sources.
