General Summary

This position, under general supervision, is responsible for performing a variety of analyses and tasks

at an assigned location (project specific), including: recruiting, onboarding, benefits, compensation, EEO and OFCCP compliance, employee relations and is responsible for assisting project management to ensure the efficient, cost effective and professional operation of the business unit's administrative department.

Essential Job Accountabilities

1. Manage the craft employee application, hiring and enrollment process for the project's craft work force ensuring internal controls, best practices and internal project policy is followed.

2. Fulfill requisitions from segment managers for craft workers ensuring appropriate workforce hiring approvals are in place and the required tracking and internal partner coordination is performed.

3. Manage the craft employee application process to ensure they are organized as per internal policy

4. Coordinate enrollment documentation and schedule all new hire orientations

5. Track and maintain DOL required documentation, including records of workforce makeup

6. Coordinate implementation of timesheet systems utilizing HCSS HeavyJob to capture all seconded and Joint Venture craft employees

7. Oversee the personnel responsible for capturing craft employee hours worked at the project.

8. Ensure JV payroll departments are providing certified payroll records as needed

9. Review weekly JV partner invoicing for craft employee labor and ensure it concurs with the HCSS HeavyJob employee recorded time for the same time periods.

10. Ensure compliance with State of Texas, DOL, JV policy, and JV Secondment Agreement requirements

11. Support the JV onboarding process for partner salaried personnel joining the project.

12. Maintain active on-site personnel lists (salaried and craft employees) at all times.

13. Assist with the administrative functions for the project including; payroll, accounts payable, accounts receivable, contracts and other office processes to ensure accuracy and timely completion and compliance with Company policies, General Accepted Accounting Principles and Sarbanes-Oxley requirements.

14. Participate in business unit management meetings and provide input and updates on business administration processes and procedures.

15. Assure compliance with all government regulations.


* Bachelor's degree in Business Administration, Accounting, Human Resources or related field, or equivalent combinations of training and experience.

Work Experience

* Minimum of 4 years progressively responsible office experience combining

administrative, supervisory, management, accounting, and analytical skills.

Knowledge, skills, and abilities

* Detailed knowledge of company operations, organizational procedures, and personnel.

* Must be proficient Microsoft Word, Excel and PowerPoint.

* JD Edwards World/One World a plus.

* JWS Material Billings System.

* 10 key by touch.
