DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS

PMO Services - Deliver a variety of portfolio, project and program management services to the Houston Airport System:

PURPOSE OF DIVISION: Provide technology systems and information that enhance the passenger experience and empowers the Houston Airports to meet its mission and vision.

PURPOSE OF THE POSITION: The Project Management Office, Assistant Director (AD) is responsible for ensuring that HAS Technology projects are delivered within the defined scope, quality, schedule, and cost. The IT PMO, AD will also ensure that the project portfolio aligns with the Houston Airport System's mission and 5-star airport vision and that all technology PMO managed projects are adequately sourced and that the proper budget is committed and properly funded.

Transparency - Deploy project and portfolio management tools that provide role-based project visibility to the HAS stakeholders.

Fiscal Responsibility - Ensures that investments and initiatives in project management services are aligned with business strategy and priorities.

Quality - Ensure delivery of 90% successful project ratios across portfolio and monitor value metrics to inform decisions that maximize returns and minimize risk.

Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required.

WORKING CONDITIONS

There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

MINIMUM REQUIREMENTS

MINIMUM REQUIREMENTS:

EDUCATIONAL

Bachelor's degree in Management Information Systems (MIS), Computer Science, Engineering or a closely related field. Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

EXPERIENCE

More than ten (10) years progressively responsible experience in the area of IT project management with at least three (3) years of management experience.

LICENSE

Valid Class C Texas driver's license and compliance with city's policy on driving (AP 2-2).

PREFERENCES

PREFERENCES:

Preference will be given to applicants with:

  • A Master's degree in a related field.
  • A Project Management Institute (PMI) PMP certification.
  • Strong interpersonal and communications skills. That can easily facilitate discussions and consensus among various project stakeholders, such as analysts, application developers and business unit leaders / stakeholders.
  • Experience in analyzing portfolio to best align with business strategy and priorities.
  • Demonstrated knowledge and experience with project management methodologies
