This position is located in the National Marine Fisheries Services, Pacific Islands Regional Office (PIRO) with one vacancy in Honolulu, Hawaii.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-2 is equivalent to the GS-07/09 grade levels, however is only being advertised equivalent to the GS-09 grade level.

Cost of Living Allowance (COLA) for Honolulu, Hawaii is 10.99% and is not federally taxed. The COLA is not reflected in the locality salary shown in this vacancy announcement. COLAs are exempt from Federal income taxes; post differentials are not.

Responsibilities

As a Biologist, you will perform the following duties:

* Serve as a member of the NOAA observer program as a debriefer to provide direct support in debriefing, validating data, and guiding and training observers to document interactions with protected species, identify and enumerate fish catches, bycatch, and to ensure proper handling and shipment of biological samples.

* Knowledge of the theories, principles, and methods of data collection and research on living organisms including sea turtles, sea birds, fish, and marine mammals and the ability to instruct others in how to handle these organisms.

* Formulate, implement, and monitor commercial fishing vessel activities and administer the observer placement program, manage and maintains effective data collection, statistical sampling plans and reporting procedures for the fisheries observers working on the vessels.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

* AND-

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-2 or GS-09:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-07 in the Federal service. Specialized experience MUST include all of the following:

* Experience helping conduct research on protected marine species (e.g., sea turtles, marine mammals, etc.) and their distribution, characteristics, life processes and adaptations;

* Recording and handling biological data from protected marine species and fishing operations; and

* Documenting observer interactions with protected marine species.

OR

Education Substitution: A Master's or equivalent graduate degree or two years of graduate education leading to such a degree with a major study in biological sciences, agriculture, natural resource management, chemistry, or closely related field.

OR

Combination of Education and Experience: An equivalent combination of graduate level education and experience is qualifying. Note: Only graduate education in excess of one year is qualifying for combination.
