The Orange County Tax Administration has an opening for a Revenue Technician I. Under the regular supervision of the Deputy Collections Manager, an employee of this class is primarily responsible for taking tax payments from clients and applying to the appropriate account while providing excellent customer service. An employee in this position is also responsible for researching delinquent accounts and preparing documentation for the Deputy Collector to pursue collection. An employee in this class will exercise limited independent judgment. Does related work as required.

Examples of Duties:

Examples of Essential Functions: Following are examples of typical work activities and responsibilities. The incumbent may be responsible for performing other related duties and responsibilities as required or assigned. Greets and assists customers; accepts and receives payments from taxpayers and public assistance, in person and via the U.S. Postal Service, for taxes, stormwater and solid waste fees and applies to the proper accounts; makes all necessary notations in taxpayer files;

Flags delinquent accounts and works with taxpayers to arrange payment plans; includes all necessary information for recording purposes; explains payment policies to taxpayer and all applicable fees; verifies checks are good prior to taking for payment; and provides receipts for payments;

Processes mail received and forwards to the appropriate staff member; posts all payments received, including legal action payments, via postal carrier, lockbox and dropbox; Processes returned mail and tax bills; researches for current taxpayer addresses and updates files or flags "undeliverable";

Adjusts tax bills for Fee Assistance Programs when necessary; provides various forms (i.e. appeals and applications) to residents of Orange County; updates forms as needed and ensures the Tax Administration Website contains links to the up-to-date forms; Scans documents and uploads appeals to the proper taxpayer accounts;

Balances the cash drawer on a daily basis; researches and reconciles balance discrepancies;

Enters payments and adjustments in taxpayer files and ensures proper refunds are issued;

Annually works with Solid Waste Staff by evaluating and identifying improved properties on all parcels using IT and GIS, (PINs) and Certificates of Occupancy types; updates solid waste fee values based on research;

Answers, assists and forwards incoming calls to the appropriate staff member; performs clerical duties

Researches delinquent tax bills and personal information of taxpayer in order to collect monies, notes accounts with research conducted and findings and prepares documentation for review by collectors

Provides follow up to legal actions to collect (i.e. receives from Deputy Collector, makes revisions/corrections, tracks payments and issues releases

Typical Qualifications:

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of NC taxation laws, property tax legal procedures, collecting delinquent taxes, procedures to serve/notify garnishees and taxpayers, available remedies and statute of limitations;

Familiarity with County ordinances, municipal procedures, HIPPA and state laws pertaining to tax collection and beer and wine licensing;

Familiarity with Homestead Exemption Programs in order to recognize when a taxpayer may qualify for assistance;

Familiarity with programs that offer assistance to taxpayers in order to prevent foreclosures; familiarity with bankruptcy laws and regulations;

Ability to research and analyze databases to obtain personal information

Ability to effectively communicate both orally and in writing; ability to communicate with clients and diffuse hostility;

Ability to establish and maintain effective professional relationships with County employees and taxpayers;

Ability to effectively use standard office equipment and computer applications such as spreadsheets, word processing, calendar, e-mail and database software;

Ability to demonstrate sound judgment, integrity, resourcefulness, accuracy, thoroughness and the physical condition commensurate with the demands of the position.

Must have good office skills (i.e. typing, filing, organizational, accuracy and customer service);

Must have good math skills and the ability to handle money, process accounts receivables and balance a cash drawer;

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE:

High School graduation or GED and (1) one year experience in customer service, cashiering and computer.

PHYSICAL REQUIREMENTS AND POSSIBLE HAZARDS

Must be able to physically perform the basic life operational support functions of standing, sitting, pushing, walking, bending, pulling, stooping, kneeling, lifting, crawling, carrying, fingering/typing, grasping, reaching, talking, hearing, handling and repetitive motions of the hands and wrist.

Ability to perform light work, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly move objects.

Must possess the visual acuity to prepare and analyze data and figures, perform accounting and extensive reading and operate a computer terminal.

Worker is subject to inside environmental conditions: protection from weather, buit not temperatures.

Worker is not substantially exposed to adverse environmental conditions.
