The primary purpose of this position, CONFIGURATION MANAGEMENT SPECIALIST, GS-0301-09/11 is to provide, assist, manage and coordinate Configuration Management (CM) and Program Management (PM) responsibilities/activities in support of all projects in the Software Maintenance Group.

Responsibilities

* Assist and manage set-up and planning - in close coordination with program players - analyze planning and programming documents to determine nature and scope of project efforts.

* Perform studies, analyze data, prepare plans, reports, agreements, track action items, monitor support effectiveness with respect to program management, and provide briefings to management when necessary.

* Work closely with engineers to write and/or facilitate the writing of program contracts, agreements, tasking documents and/or developmental documents.

* Assist a more senior CM or PM in establishing and controlling the SPO level software CM policies, plans and procedures pertaining to software development.

Occasional travel - Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

* PHYSICAL DEMANDS: Work is primarily sedentary, however, may exert moderate lifting (not to exceed 24 pounds), walking, bending, climbing, and standing for extended periods of time. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL.

* WORK ENVIRONMENT: Work is primarily performed in an office setting; however, incumbent will work with individuals in a lab and field environments.

* Incumbent is required to work occasionally in an industrial setting with occasional trips to contractor and Department of Defense facilities.

* Incumbent can be required to leave at times on a moment's notice. Incumbent must observe proper safety and security standards on the job.

Qualifications

SPECIALIZED EXPERIENCE AT THE GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes having analytical ability, judgment, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives related to configuration management. Work is reviewed for accuracy and conformation to procedures and any special instructions.

OR EDUCATION SUBSTITUTION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. NOTE: You must submit a copy of your transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed 1 full year of graduate level education or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

SPECIALIZED EXPERIENCE AT THE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of policies, procedures, business practices and directives and methods related to configuration management, as well as a practical knowledge of contracting as it pertains to deliverable items, acceptance procedures, requirement documents, and statements of work, proposals, requirements lists; Impact and justification statements.

OR EDUCATION SUBSTITUTION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combinations of successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

* A good understanding of policies, plans, processes and procedures, including configuration management directives and policies.

* Ability to organize and manage assets.

* Skill in evaluating and defining agreements and documentation.

* Skill in using various software applications, to include configuration management tools.

* Extensive knowledge of configuration management functional areas and program management skills applicable to project lifecycle phases, as well as experience in process improvement efforts.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
