The primary purpose of this position ACCOUNTANT (NAFFA) Non Appropriated Funds Financial Analyst, NH-510-03 is to perform in-depth analyses that support budget preparation, execution reporting, re-programming actions and account closeout processes

Responsibilities

* Perform non-appropriated funds (NAF) financial oversight for the installation financial manager including professional accounting and audit reviews of AF Services financial programs

* Develop basic financial retrieval specifications and logic as assignments are received

* Develop and conduct local internal control reviews of Services NAF activities

* Conduct analyses such as random sampling of financial data and develops recommendations to management for improved methods involving the AF services operation

Occasional travel - Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

* The employee must be willing and able to travel on military and commercial aircraft.

* PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.

* WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.

Qualifications

BASIC REQUIREMENTS:

A degree in accounting or another related field, such as business administration or finance. Degree must include 24 credit hours of accounting or auditing subjects, or up to 6 credit hours of business law.

or

A combination of education and experience, including at least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provides professional accounting knowledge.

AND

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience is described as professional knowledge of the theories, principles, and techniques of generally accepted accounting principles and standards

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of laws and regulations governing non-appropriated funds (NAF) and appropriated funds (APF) accounting procedures.

2. Knowledge of NAF, APF, and common small business practices accounting principles and procedures such as payroll, purchases, sales, services.

3. Ability to gather, assemble, interpret, and analyze financial management information and present it in written reports, statements, and platform briefings.

4. Ability to use computer operations, electronic communications, spreadsheet analysis, and database creation and utilization to prepare reports, schedules, and statements.

5. Ability to communicate effectively, both orally and in writing

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
