Job Overview:

The Customers Program Integration Team will provide a system designed and implemented as an end-to-end solution that fully integrates Talent and Human Resources (HR) IT systems. The common platform for Enterprise Talent, HR Operations, and Workforce Analytics will allow officers to readily discover and match talent to specific mission needs, consolidate Talent and HR IT landscapes to maximize efficiency and productivity, and connect disparate systems to provide single entry point to information for managers and employees.

The new system will improve the employee experience, increase transparency, consistency, predictability, and stability throughout integrated Talent and HR processes. It will manage, analyze, and utilize enterprise data to inform, predict, and recommend decisions; reduce bias, subjectivity, and unfair privilege; and reduce duplicative entry of Talent and HR data. The Customer requires program management support to facilitate the delivery of this system.

The position will:

  • Provide communication, risk, schedule and program management support for the Customers Front Office with the goal of delivering the full set of core HR capabilities onto a common platform on budget and on schedule.
  • Coordinate communications between the Customers Implementation Team, Customer Customers, and Customer Executive Management.
  • Provide one contractor to serve as a lead, managing day to day activates of the team and communicating with the Customer's GTM as required.
  • Assist the Customer develop documentation such as briefings and reports to facilitate program and executive leadership level communication.
  • Facilitate and track meetings and deliverables.
  • Ensure tasks are completed within the deadlines and tasking guidance from the Customer is clearly communicated down to the implementation team.
  • Provide administrative and maintenance duties for the Customers communication tools such as JIRA, SharePoint and Confluence.
  • Maintain and manage the Customers integration roadmap including all program integration points.
  • Develop and maintain the program integrated master schedule.
  • Facilitate program integration by resolving project plan and schedule issues based on a clear understanding of customer requirements, schedule, quality, and performance.
  • Monitor and report implementation progress toward customer requirements and identifying completions in work and in backlog.
  • Provide guidance and oversight to project implementation quality assurance by evaluating and monitoring schedule, performance, assessing variances from the plan, and tracking progress of necessary corrective actions.
  • Identify, prioritize, and develop risk mitigations for risks and opportunities.
  • Assess risk tolerances of senior-level management, customers and other stakeholders to determine overall acceptable levels of risk and provide risk management support accordingly.
  • Populate and manage the risk register.

Required skills and demonstrated experience:

  • Demonstrated experience providing program integration support.
  • Demonstrated experience identifying and managing program dependencies, constraints and assumptions.
  • Demonstrated experience in program management, including the ability to conduct program and management assessments, identify needs and requirements, and develop process improvement recommendations.
  • Demonstrated experience balancing responsibilities among project activities; ability to manage transitions effectively from task to task, and adapting to varying customer needs.
  • Demonstrated experience developing program leadership level communications.
  • Demonstrated experience using MS Project, Word, PowerPoint and Excel to produce project control gates, briefings, schedules, reports, statuses, and project related documentation.
  • Demonstrated experience communicating, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
  • Demonstrated experience documenting and sharing the outcome of program events.
  • Demonstrated experience documenting and maintaining risks using a risk register.
  • Demonstrated experience using MS Excel to track program risks.
  • Demonstrated experience identifying, prioritizing, and tracking risk mitigation strategies to completion.
  • Demonstrated experience identifying and mitigating the critical path in a project schedule.
  • Demonstrated experience leveraging JIRA to support the management of scrum based agile development processes.
  • Demonstrated experience building, configuring, maintaining, and administrating projects in JIRA.
  • Demonstrated experience managing customer requirements using JIRA.
  • Demonstrated experience mapping customer requirements to JIRA epics, stories and tasks.

  • Demonstrated experience using HR or talent, implementation or integration systems.
  • Demonstrated experience with the Customers ATO process.
  • Demonstrated experience and knowledge with cloud technology.
  • Demonstrated experience performing thorough work and being conscientious about attending to detail.
  • Demonstrated experience with the Customers Program Management Framework (PMF).
  • Certifications:
    • Project Management Professional (PMP),
    • Risk Management Professional (RMP),
    • Certified Scrum Master (CSM),
    • Safe Agilest (SA),
    • AWS Cloud Practitioner.

US Citizenship:

  • This position requires US Citizenship. Verification of US Citizenship to meet federal government security requirements will be confirmed.

Security Clearance:

  • The successful candidate must have an active U.S. Government Top Secret Security Clearance with a Full Scope Polygraph.
  • Clearance Verification: This position requires successful verification of the stated security clearance to meet federal government customer requirements. You will be asked to provide clearance verification information prior to an offer of employment.


  • This position is expected to be 100% onsite. The position will be located within the Washington Metropolitan Area (WMA).
  • Local travel/POV will be on an as needed basis, within the local place of performance.
