Responsibilities

* Serves as the Surveillance and Broadcast Services (SBS) liaison between the vendor and FAA within the NAS Security and Enterprise Operations Directorate. Reports to the Navigation and Surveillance ECC sub-team Manager, Enterprise Control Center Team, National Operations Group, NASEO. Recognized as a subject-matter expert and supports highly complex and challenging activities. Physically resides at the Service Provider's location acting as the on-site FAA representative for SBS.

* Performs multiple, varying, and complex assignments under minimal direction of a manager. Maintains the highest degree of technical/program knowledge related to SBS. Supports the development of solutions for unanticipated situations adversely affecting critical services of the National Airspace System (NAS).

* Develops, reviews, and improves processes associated with the day-to-day SBS operations. Collaborates with vendor to develop SBS upgrade schedules and assists in coordinating schedule changes with the field organizations.

* Collects and analyzes service performance data. Collaborates with SBS vendor to develop action plans to improve the performance of services that do not meet Service Level Agreements. Reviews SBS outage reports for accuracy of reporting and content, and correlates outages to NAS interruptions. Monitors and evaluates trend data on a nationwide basis to develop workable solutions for sustaining the NAS.

* Applies experience and comprehensive technical knowledge applicable to the SBS, as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes. Uses innovative concepts and approaches to resolve issues.

* Plans, coordinates, and performs work with a high degree of independence, keeping the supervisor advised only of the most critical issues. Resolves most technical problems without managerial intervention, but works jointly with management to resolve unique issues. Considers the objectives of the major subdivision and LOB/Staff office when developing, integrating, and implementing solutions to diverse, complex problems. Assignments frequently require knowledge and experience working across functional and/or organizational lines.

* Develops, interprets, and has broad discretion to ensure compliance with organizational objectives and policies. Recommends approaches to address current and anticipated problems and issues. Works with management to identify and jointly resolve problems. Identifies, procures, distributes, and tracks resources needed to accomplish large work activities.

* Works with customers at high organization levels both inside and outside the FAA to resolve complex issues to ensure the integrity of NAS. Represents the FAA as a senior technical advisor for major agency activities, emerging technologies, and customer concerns.

* Coordinates with multiple air traffic entities to shut down and restore facilities and services to prevent activities from disrupting air traffic operations. Quickly resolves restoration problems with minimal impact to the NAS.

* Applies knowledge of FAA's policies and objectives to identify, define and organize resources for large projects/programs/work activities. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements.

* Represents the FAA as a senior technical point of contact. Develops briefing papers for FAA senior-level executives and external organizations on significant interruptions or events. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations.

* Duties have a direct impact on the NAS.

Travel Required

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

Qualifications

All applicants must demonstrate one year of SPECIALIZED EXPERIENCE equivalent to FV-I or FG/GS-13 in the Federal Service. SPECIALIZED EXPERIENCE which demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system inter-relationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. Examples of specialized experience are:

* Knowledge and experience related to Surveillance and Broadcast Services (SBS). Supports the development of workable solutions for unanticipated situations adversely affecting critical services of the National Airspace System (NAS).
