This National Guard position is for a Logistics Management Specialist, Position Description Number D2196000, and is part of the Montana Army National Guard.

This position serves in the Deputy Chief of Staff Logistics (DSCLOG), G-4; of an Army National Guard (ARNG) Joint Force Headquarters (JFHQ) structure.

May serve as the developmental position for the ARNG Food Program Manager responsible and accountable for oversight of the entire state ARNG Food Service program which includes the administration of the Food Service Budget, Awards Program, new equipment fielding's, training, Army Food Management Information System (AFMIS) and inspections.

Maintains oversight of daily, weekly, monthly, and long term system requirements, ARNG Readiness Center equipment modifications, and requirements to meet current workload demands. Budgets for subsistence operations and subsistence requirements, including operational ration ceilings. Assesses use of facilities and equipment, to ensure expeditious accomplishment of priority work without adverse impact on normal, recurring work. Develops for the DCSLOG-G4 recommendations, policies, procedures, long range plans, and special projects. Recommends solutions to controversial problems and actions of a precedent-setting nature, to include coordination with major commands and the Army Center of Excellence, Subsistence (ACES).

Provides technical liaison service to each ARNG unit, prime vendor, and other vendor companies. Provides subsistence support for troop movements, maneuvers, and emergency and contingency plan requirements, in addition to normal and daily support. Performs oversight of customer and stockage requirements determination process and proper pricing of subsistence. Coordinates prime vendor and other vendor deliveries to ARNG dining facilities and unit Readiness Centers as required. Computes and publishes the Basic Daily Food Allowance (BDFA) for the ARNG State. Initiates requests for deviation from regulations and DLA supply catalogs. Serves as the Contracting Officer Representative and submits technical specifications of contract requirements for commercial vendors when providing meal support. Prepare, award, and administer State Competitive Food Contracts for ARNG feeding. Oversees food service contractor performance.

In accordance with provisions of the Army Regulations internal control systems, initiates, accomplishes and maintains vulnerability assessments, internal control reviews, and, as applicable, proponent checklists.

GENERAL EXPERIENCE: Must possess experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must possess at least 24 months experience, education or training in any position that required compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures.

Substitution of Education for the Specialized Experience - Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.

Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for two months of specialized experience.
