TECHNICIAN VACANCY ANNOUNCEMENT

THIS IS A TITLE 32 DUAL STATUS POSITION

DUTY LOCATION: CT ANG Headquarters, Hartford, CT

JOB SUMMARY: The primary purpose of this position is to serve as the Director of Plans, Operations, and Readiness for the JFHQ-Connecticut. The incumbent serves as the principal staff officer responsible for assisting the commander in the discharge of assigned responsibility for the direction and control of all operations, beginning with planning and following through until specific operations are complete. Provides Information, analysis, guidance, and recommendations on matters regarding joint policy and joint force development. Supports operational planning, joint doctrine, education and professional development, staff training, exercises, and assessments. The director is responsible for planning, coordinating, and integrating JFHQ State operations, to include the operation of the Joint Operations Center (JOC) of the JFHQ-CT. Serves as the primary advisor to the Adjutant General (TAG) and the Chief of the Joint Staff for the formulation of plans, policies, and the programming and budgeting data pertaining to current operations. Develops and coordinates strategic policy, plans, initiatives, and concepts relating to military support programs, state domestic operations, counterdrug program, mobilization readiness, state aviation operations, warfighting, theater security cooperation, international relations, and federal and state homeland security. Develops joint integration plans, joint training, Joint Professional Military Education, and exercise programs.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard.

AREA(S) OF CONSIDERATION:

Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Air National Guard.

Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Air National Guard.

Responsibilities

The major duties include, but are not limited to:

* Supervises federal and state civilian employees, National Guard technicians, and military personnel located in the various subordinate units.

* Manages the various missions within the Directorate.

* Plans, organizes, and oversees the activities of the J-3/5/7.

* Exercises supervisory personnel management responsibilities.

* Represents TAG (Joint Force Headquarters Commander) on J-3/5/7 issues with a variety of state and National Guard organizations.

* National Guard Membership is required.

* Males born after 31 December 1959 must be registered for Selective Service.

* Federal employment suitability as determined by a background investigation.

* Must meet Compatible Military Assignment within one year from placement.

* Wear of the military uniform is mandatory.

* Direct Deposit is mandatory.

* Must be able to obtain and maintain a Secret security clearance.

Qualifications

GENERAL EXPERIENCE: Experience in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following:

* Experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources.

* Experience demonstrating knowledge of the organization and its mission and utilized the organizational staff procedures.

* Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.

* Experience in managing the function of the work to be performed.

* Experience which includes leading, directing and assigning work of personnel.

KNOWLEDGE, SKILLS AND ABILITIES:

* Knowledge of procedures to analyze problems, to identify significant factors, gather pertinent data and recognize solutions.

* Ability to write reports, policies, briefings and various correspondence.

* Ability to communicate with groups and individuals.

* Ability to develop plans and organize work within an organization to facilitate the availability or various recources.

* Knowledge of organizational structures.

COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

MILITARY GRADE (Prior to Application): Officer: O3 through O4

COMPATIBLE MILITARY ASSIGNMENT: AFSC: 16X4, 21R4, 38F4

UNIT OF ASSIGNMENT: 103d Air Wing or any subordinate unit

SPECIAL REQUIREMENTS: This position requires a security clearance (Secret) which the applicant must possess or be able to obtain a clearance within one year of appointment.
