Emergency Management Specialist

The purpose of this class is to support ongoing emergency operations, prepare for disasters and emergencies and coordinate response resources for the County and local jurisdictions.

Job Responsibilities:

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.

Works with County staff to develop, implement and maintain the Galveston County Emergency Operation Plans in compliance with required state and federal standards.

Works with County staff to apply for and maintain grants for Emergency Preparedness in compliance with required state and federal standards.

Coordinates resources for emergency and disaster response in coordination with local jurisdictions.

Supports local jurisdictions as needed to build sustainability as they prepare for, respond to, and recover from emergencies and disasters.

Leads and participates in exercises, meetings, incidents and events (some may be after hours or on the weekend).

Provides training and leads various emergency preparedness classes in Galveston County.

Guides County department heads with the creation, implementation and maintenance of individual department emergency plans and increases readiness activities; Ensures compliance with required exercise schedules.

Maintains and updates the emergency management website.

Staffs the Emergency Operations Center during activations.

Shares a 24/7 on-call rotation with other emergency management staff.

Performs in a leadership capacity according to protocol during emergencies.

Disseminates information to elected officials, department heads, county staff, and citizens as necessary during emergencies.

Assists in the development and administration of the annual budget.

Performs related work as assigned.

Minimum Qualifications:

Bachelor's degree preferred.

Requires four years of emergency management experience or closely related experience.

Experience writing, reviewing and reporting of state and federal grants preferred.

Experience writing, reviewing and maintain Emergency Operation Plans and Annexes preferred.

Special Certifications and Licenses:

Requires the following certifications or the ability to obtain within the designated period.

FEMA ICS 100, 200, 700, 800 - Required

FEMA Professional Development Series - Required

FEMA G-300, G-400, G-314, G-305, G-449 - Preferred

FEMA - Advanced Professional Series - Preferred
