Transportation Engineer IV

Performs [highly] advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. [Employees at this level are virtually self-supervising and assume direct accountability for the work product].


The essential duties for this job include:

* Assists Project Managers to establish realistic and achievable schedule baselines for highly complex projects.

* Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.

* Leads/Trains professional and administrative staff.

* Performs and/or coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications or special provisions.

* Performs highly advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.

* Provides technical assistance in drainage design, resolution of drainage complaints, hydraulics evaluations and other hydrology matters.

* Schedules, coordinates and prepares documents for public hearings.

* Testifies at condemnation hearings and trials.

* Uses department's enterprise Critical Path Method (CPM) schedule and resource management tool to accomplish scheduling and resource management of transportation projects.

* Performs other job responsibilities as assigned.


The required competencies for this job include:

* Hydrologic, hydraulic and geotechnical design activities and principles

* Applicable plans, specifications and estimates preparation, review, processing and compliance requirements

* Construction phasing and sequencing

* Geometric design relationships to traffic operations, maintenance and construction

* Applicable engineering workstations and applications to support efficient planning and design activities

* Critical Path Method for managing projects

* Applicable laws, rules and regulations

* Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals

* Negotiating settlement of differences without damaging relationships; applying effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner

* Coordinating and directing multiple projects


This job requires the following:

* Bachelor's Degree in an Engineering related discipline

Work Experience

This job requires the following:

* 6 years in Transportation engineering

* (Experience can be satisfied by fulltime or prorated parttime equivalent)

* No supervisory experience required.

* Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications

The following Licenses and/or Certifications are required for this job:

* Licensed Prof Engineer

* Safety Impact Certificate

Other Conditions:

* Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the Texas Board Of Professional Engineers within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

* This is a Safety Impact position and will be subject to random drug testing.

Conditions of Employment

* Safety Impact certifications are not required at the time of application. As required, the Safety Impact certification will be issued by TxDOT at the time of hire.

* Must pass a drug test prior to employment for safety impact positions. Safety impact employees will be subject to additional drug and alcohol testing during employment.

* Required to work weekends and holidays.

* Required to work hours other than 8 to 5.

* Required to work under exposure to inclement weather conditions.

* Required to wear personal protective equipment provided by employer and comply with all safety requirements.

* Must attend work regularly and observe approved work hours.
