Subject Matter Expert - SBL Concepts and Capabilities Branch

Capstone Corporation is currently seeking Subject Matter Experts for the Sustainment Battle Lab Concepts and Capabilities Branch, located at Fort Lee, VA.

These positions will be filled upon final contract award.


* Attends all subject related conference calls, VTCs, and other meetings that require input, output, or participation.

* Develops and drafts all required concepts, O & O development, AWFC analysis support, support scenario/experimentation development, DICR, COD, CPD, SPAR, CBA, C-BA, CNA, Future Force 2025 and AWFC #16 documentation.

* Archives, populates, and maintains the associated products on the directorate virtual server, the Mil Wiki, and Sharepoint.

* Provides scientific, technical, and professional expertise in the area of Army and joint Sustainment operations including those supporting AWFCs in accordance with the reviesed Army Funcitional Concept Framework and the Army Campain Plan, ARCIC, and TRADOC guidance.

* Researches sustainment systems in the Army and other services, operating in a JIM environment and reviews, develops, and analyzes topics for use in future force design.

* Develops concepts, white papers and associated JCIDS producs that serve as the fundamental themes of the next Army Concept Framework.

* Provides analysis to support the Army sustainment capabilities needed in the POM.

Basic Qualifications

Minimum education and years of experience:

* Bachelor's degree. Four (4) years experience may be considered in lieu of degree.

* Fifteen (15) years of experience in Army sustainment covering strategic, operational and tactical levels including deployments or experience in recent operations in OEF and OND.

Minimum qualifications:

* Well versed in full spectrum Army and joint Sustainment operations.

* Ability and expertise to assist in the development of the main themes of F2025B.

* Full Understanding of Planning, Programming and Budget Execution process and the implications of resource informed decision making.

* Ability to produce applicable JCIDS and other documents that support the iterative POM cycle process.

* Requisite sustainment knowledge and subject matter expertise to facilitate involvement, discussion, and participation/support TRADOC Campaign of Learning/Force 2025 Maneuvers (F2025M) and other experiments, simulations, wargames, exercises and supporting events.

* Knowledge to understand the Concepts, Capability Based Assessments, and Capability Needs Analysis development processes; the interrelationships between sustainment and other warfighting functions to determine required capabilities, develop gaps and solutions through rigorous analytical process for supporting future forces.

Minimum clearance:

* Final DoD Secret clearance.
