Responsibilities

* Serve as Senior Mobilization Support Plans/Operations Specialist in support of all matters pertaining to Mobilization and De-Mobilization actions.

* Plan, coordinate, prepare and execute current mobilization and de-mobilization operations and support.

* Develop concepts, strategies, and contingency plans in support of Activity Duty/Reserve component units and individuals for mobilization and de-mobilization.

* Analyze, safeguard, handle distribute and dispose of classified materials in support of Mobilization Operations and Plans.

* Serve as the Senior Plans/Operations Specialist in support of daily and routine operations that include military missions and programs.

* Coordinate changes in the Individual Manning Augmentee allocation to the Mobilization Table of Distribution and Allowance (MOBTDA) with organizational elements, Resource Management, and Force Management.

* Serve as Installation Mobilization specialist and advisor for all unit mobilization and de-mobilization operations.

* Review and analyze all information relating to mobilization matters, including Department of the Army mobilization plans and programs.

* Develop, prepare, coordinate, and maintain mobilization installation plans, regulations, policy briefs memoranda, and SOPs.

* Serve as the Contracting Officer Representative (COR) and technical liaison for all Mobilization Operations between the contractor and the contracting officer to ensure satisfactory performance and timely delivery as set forth in the contract.

* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

* This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

* This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R and the completion of the financial Disclosure Statement OGE Form 450.

* In accordance with AR 690-11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.

* This is a Term position scheduled to last five years. A term position may be extended to a maximum of six years depending upon the needs of management.

* Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.

* This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

* This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.

* This position has been an inclement weather position and the incumbent must report to work and remain at work during inclement weather.

* This position requires the successful completion of the Contracting Officer's Representative (COR) course within the first 30 days of employment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes utilizing integrated systems to plan and execute military or military type operations; experience in operational and contingency planning; and developing mobilization concepts plans; specialized experience should be at the senior leadership level of the organization(s) and supervised the mobilization effort(s) into a theater of operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
