About the Position: This position is located at the Civilian Personnel Advisory Center at Fort Eustis, Virginia. The Fort Eustis Civilian Personnel Advisory Center (CPAC) provides commanders, managers and supervisors with quality service and assistance in acquiring, developing and retaining an effective workforce of highly qualified and productive civilians to serve as integral Total Army Team members dedicated to accomplishing the mission both now and in the future.

Responsibilities

* Explain the standards, classification decisions, impact of designated duties on classification, and complaint and appeal procedures to employees, supervisors, and operating officials or managers.

* Evaluate position management in assigned organizations and provide assistance to supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills.

* Perform special reviews and surveys, to identify problems in alignment, supervisor/employee ratios, delineation of duties and responsibilities, delegations of authority, and economy of the grade structure.

* Act on a variety of classification programs such as Fair Labor Standards Act (FLSA), Environmental Differential Pay (EDP), Hazard Pay, draft classification standards, and various Department of Army (DA) and major Army Command (MACOM) initiatives.

Qualifications

In order to qualify, you must meet the expereince requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes: providing technical guidance to all management levels on a wide variety of position classification practices in the General Schedule and Federal Wage Systems, resolving issues related to the classification of position descriptions, and providing interpretations and guidance on Office of Personnel Management classification guidance, standards, and functional guides. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11 or above.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
