General Summary:

Responsible for the day-to-day operation (24 hour/7 day) and management of a Laboratory section. This position is responsible for ensuring proper staffing; ensures policies and procedures are followed; ensures equipment is working properly, that supplies are available and work flows efficiently through the section. This position troubleshoots equipment and procedural problems, assists subordinates with difficult or unusual work problems and regularly performs the work of a Medical Technologist, Microbiologist, Histotechnologist or Anatomic Pathology Services Technician.

Essential Duties:

* Responsible for overseeing and supervising the operations of an assigned Laboratory section ensuring established standards and policies are followed and tests/procedures are performed efficiently and reported accurately. Monitors work flow to ensure efficient services.

* Assists in updating area policy and procedure manuals to be in compliance with standards and accrediting agencies. Reviews, recommends and implements new technical and administrative procedures and practices.

* Interviews, recommends the hiring, schedules, assigns work to, evaluates and recommends the discipline and/or promotion of subordinate staff assigned to the Laboratory section. Ensures the training and orientation of staff to new Laboratory and Beaumont Health (BH) policies and procedures. Conducts in-service training for staff. Responsible for training of Medical Technology students during clinical rotation through laboratory section. Responsible for completion of annual competency testing of all staff working in the section

* Responsible for maintaining a comprehensive Quality Control program in order to ensure reagents, equipment and procedures meet established standards. Responsible for participation in required proficiency testing program. Monitors productivity levels.

* Coordinates Quality Assurance (QA) program that monitors Section activities in order to ensure the appropriateness, timeliness and cost effectiveness of services provided. Develops and reports monthly QA monitors.

* Develops financial information, prepares and submits budgets for assigned Laboratory section. Prepares monthly financial variance reports and effectively addresses variances. Monitors area operations for compliance with approved budget. Recommends and participates in the selection and evaluation of capital equipment.

* Performs troubleshooting and repair functions of Laboratory equipment in Section within scope of contract specifications. Establishes, documents and monitors preventive maintenance schedule for section equipment.

* Orders and maintains inventories of operational supplies.

* Assists in monitoring Laboratory section for compliance with accrediting and regulatory requirements. Actively participates in bi-annual accreditation Self-Inspection.

* Ensures the Section is in compliance with safety requirements with both accreditation requirements e.g. safety policies; and state/local regulations e.g. fire safety. Section Manager of Anatomic Pathology Services acts as the laboratory safety officer maintaining the Chemical Hygiene Plan, conducts annual fire drills and performs chemical hygiene reviews.

* Regularly performs the duties of a Medical Technologist, Microbiologist, Histotechnologist or Anatomic Pathology Technician in performing all Section procedures with the exception of Cytology and Pathology.

* Contributes to the effective management of the Laboratory. Meets with the Director regularly to discuss actual and/or potential non-routine technical or personnel problems. Conducts regularly scheduled Section meetings.

* Education / Training: Requires Bachelor's level program in Medical Technology, Histology, and Chemistry, Microbiology or related area. Requires successful completion of CAHEA approved internship.

* Work Experience: Requires a minimum of five years of progressively more responsible work experience in a hospital clinical laboratory.

* Contacts and Communications: Requires the leadership skills necessary to direct and positively motivate technical and support staff and the ability to communicate effectively with a variety of publics.

* Analytical Demands: Requires the application of knowledge and judgment in order to interpret and enforce laboratory policies and procedures, with the exception of Cytology.

* Computer Skills: Requires familiarity with hospital information systems to include electronic medical records and laboratory information systems. Familiarity with Microsoft Office suite (MS word, excel). Ability to gather, compile, generate, analyze and present regular statistical and financial reports.

* Certification, Licensure, Registration: Requires MT (ASCP) or equivalent or eligible, such as MT (AMT), CLS (ASCP) for Clinical Laboratory or HTL (ASCP) for Anatomic Pathology Services.
